The app just show what you have on device, so if you start deleting, you are deleting on device.
You should look on the site photos.google.com to see what you have at Google.
Nothing is uploaded to Google Drive without any personal actions.
Check on one.google.com/storage what you are using at Google within your 15 GB free space.
Normally that only are some GB's for Gmail only.
If the number at Photos is not zero, you have chosen original size in the backup settings.

If I understand correctly, you downloaded the video from https://photos.google.com to your computer and the video file is corrupted too. Is this correct?
Try this. Add the video to a new album and visit https://takeout.google.com Then unselect all products except for Google Photos, click All photo albums included on the Google Photos entry, leave only the new album selected, click OK, and click Next step at the bottom to proceed with the download.
Once the video is downloaded, try opening it. Does it play correctly?
