I suggest you edit your post to remove the email address which is currently visible to the general public.
1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than one Google account, check all of them.
2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos.
3. Review other options
- visit picasaweb.google.com and search for your photos.
- have you made any backups of the photos on your phone, camera, computer, or elsewhere?
- there is a small chance that you can recover the photos using a recover deleted photos app.
- you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.

The free up space utility is mean to remove the backed-up media from your device & thus provide you space to add more clicks.
So what you are observing "Photos get deleted after exercising the free up space option is the design intent".
Further, the free up space utility removes the pictures only after
- Ensuring every picture in the folder included in syncing is backed up first.
- Doesn't remove any pictures from the folders not included in syncing.
- The cloud storage remains intact. A copy of your photo will always be there in Google Photos.
Still, if you want to restore the photos back to your phone's gallery, you can follow any of the following alternatives.
To bring back the pics to your phone's gallery, either, you can download photos one by one. Regrettably, there is no option to do so on a batch of photos.
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.

My guess is that you want to upload a folder with pictures, but that is impossible.
What you should do, is selecting all relevant pictures and then hit the + and choose Album > Shared album and give that album a good name. And album can be shared directly with the persons in the list.
They don't need to have a Google account to be able to see your pictures.

Then you should blame the Facebook Messenger, because I perfectly can reach my content in Google Photos via Whatsapp, but I do think that this a quite recent improvement.
Assuming that you see all pictures of your old phone in the Googe Photos app, you may not need to download anything. But I just hit the paperclip and then select Gallery and then I can find other source via the 3 dots in the right-up corner and then I can select Google Photos. And I also can see the albums I have in Google Photos. So maybe you have the same options in the Messenger now - I can't check.
Else wait on other tips, but downloading a few from Google Photos (one-by-one) is not that difficult either: just open a suitable picture and hit the 3 dots: then you see Download to device.

Is there any way to see which photos I've back up in high quality and which I've back up in original quality on Google Photos? It would take way too long to cross check the KB/MB of every photo against the original file on my computer. I'm paying for extra storage, and want to make sure all of my photos are backed up in original quality. Thanks!

I do not know of a way to distinguish between HQ and Original photos, and replacing them would be a huge task, with loss of whatever you may have added in Google Photos (edits, albums etc). I prefer to keep my Originals on a computer and/or more than one other backup, rather than on Google Photos.

I'm sorry for the disturbing photos you found on the phone. You may delete them and, if necessary, factory reset the device to wipe all the previous owner's data it contains. However, if the phone contains also your data, you will need to do a full backup of your data prior to resetting it.
As for your own photos, do you still have the old phone?

You can't, but if you move two fingers in the screen together, you can shrink the pictures to monthview.
And then you can select a complete month by hitting the name and then use the "download" icon to your device. Do this for a few recent months one-by-one only to prevent overloading your device.

Following is text from the official Google Photos Help page about deleting and restoring photos and videos:
Restore photos & videosIf you deleted an item and want it back, check your trash to see if it's there.
- On your Android phone or tablet, open the Google Photos app

If you deleted pictures or videos that were not previously backed up to your account through the Google Photos app, then unfortunately there's nothing that Google or any of the volunteers in this Help Community can do to recover them.
Files that existed only on your phone, ones that were never uploaded to the cloud, cannot be recovered or restored by a cloud storage service. Simply put, Google can't help you recover files it never had in the first place.
