Since you are using a Samsung phone, the OS has to be android but customised by Samsung.
Nevertheless, when I try to delete a picture from my gallery, I see this message as in the screenshot below

Photos do not get deleted spontaneously without any user-generated action.
When we delete something from the phone, the sync action in the app removes it from the cloud also & vice versa,
 
Nevertheless, any deleted picture is retained in the bin for sixty days,
 
If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.
 
However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps 
and run a scan for anything to recover.

I can't add a partner account to share all my photos with.
My child likes to regularly look at all the photos we take on family outings etc. I can share an album (via Gmail link) with the child but I don't want the hassle of selecting photos for the album. I just want to share every photo.

The partner account I'm trying to share with is a gmail account but a child gmail account governed by Family Link.
The issue is across all my platforms (android & windows).
I've tried setting up photo sharing via the Family Link app too but was unsuccessful.
I've checked all settings on my adult account and the child's account. There are no limitations or "sharing blocks" set up.
It's very strange because I can share my photos with my other child's gmail account (which was set up before Family Link was created).
It seems to be an issue with child accounts created since Family Link went "live"?
Is there a solution to this does anybody know?

Either, you can download photos one by one. Regrettably, there is no option to do so on a batch of photos.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
 
That will bring everything to your phone.
 
However, if the backup from your earlier phone was imperfect, or stuck up for some reason, then, you can recover only those pics which are there on the cloud.

I have been backup my photos on iPhone using iCloud backup with 'optimise iPhone storage'. And sometimes I also scan old photos and import them to my photo library through MacBook (and sync with all my Apple device through iCloud photos). 

And I wanna backup one more copy with google photos so I have turned on backup on google photos and selected 'original quality'. I found that those photos which are taken by iPhone can be backed up at their original file size (comparing to the size found on MacBook). However, for those which are imported from other devices are synced with below 1MB file size, which are far smaller than the original size.

Does anyone face the same problem? Can it be solved?

You hardly can expect an answer on such a specialised situation, also because there hardly are much Mac-volonteers here. So the majority of the feet-folk here is on poor Windows :-)

But in general using the optimised storage setting on iPhone causes strongly compressed files with a heic-extension (or hevc for movies), so your scanned file easily can get compressed to less then 1 MB. 
And if the Google Photos app has been a bit lazy with updating its backup, you will get a heic file instead of the original on iCloud - something like that. 

You can see that when you move-up that picture in the Google-app to see its technical info. 
Or even better: on photos.google.com in Safari when you log-in with your Gmail-account and then open its infopanel. There you also can edit the date of the scan. 

Maybe better ideas will roll-in, but I would suggest to switch-off optimised storage for a while when uploading scans. Then wait until they become visible on photos.google.com before switching-on optimised storage again.

No Google here and we are private volonteers who only can do small tests for checking if something is changed or if there are problems at Google.  

But 320 GB is an ugly amount, so I would suggest to do it for one yearbundle per day with a zip-size of 10 GB to prevent problems with large movie files. Then do the unzipping to get normal folders and then delete the zip (also from trash). 
If you are posting on Google Maps regurarly, you probably will have have a large amount of day-albums which you don't need to select, because the originals will be in the yearbundles. 

Can suggest no more, so good luck.

I did click on the photo and they remained black. This applied to all the photos I attempted in the affected albums. I remember they appeared normally from the last time I saw them like the rest of the others, that is why it is quite confusing to see only 2 specific albums show the problem. I do not know if this could stay in the near future but currently all other albums are normal. The photos are backed up and synched automatically from the app on my phone.

I set the app to automatically sync all photos and videos, thus the time and date most probably match the immediate time and date displayed atop the album. 
The last time I saw them normally would be during Fall and Winter 2018 whenever I was scrolling through old photos. I only found out about the issue a few days before this inquiry. I thought it was a loading glitch but turns out it affected the whole album.

In the meantime there's something else you can do to check the status of the photos, downloading them in bulk to a computer using Google's Download Your Data tool https://takeout.google.com/settings/takeout and opening the photos. Be sure to unselect all products except Google Photos.

Before you use the tool it's easier to add the black photos to a new album and select that album for download from the tool.

First, befor trying to toggle your accounts, stop the backup & sync action. If necessary, please enter into flight mode & turn off WIFI.
 
Next, clear the cached & stored data of the Google Photos app & then reinstall the app.
You can do that through these steps. Please note, the uninstall action never deletes any pictures wither through the phone or cloud storage.

I uploaded eight 1080p videos from my phone using backup and synch.  Backup is set to "original size."  They are shared to a shared album.  Within a day, 7 of 8 were able to be played back at 1080p on another device.  One of them, however, can only be played at 360p.

The video is available for download at the original size and resolution, but it seems stuck at 360p for playback.

Now- with that out of the way let's deal with Amy Anderson 119's post in  Google Photos.
 
If you deleted them without backing them up recovery chances are VERY slim.
 
Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
 
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.

You can't and there is no need for because you can hide these "documents" by choosing Archive under the 3 dots. Then they don't disturb your stream on the Photos-page anymore, but if needed, they can be viewed on the Library-page via the Archive-button.
And of course: your phone should be locked anyhow.

So go to settings under your profile right-up on the Photos-app and then to Backup and switch-off that function. Also check if you have chosen "high quality" to prevent using a lot of space at Google.

Because I like keeping mine , just in case & so if I want them all the way deleted then I know to do so miself.. There is no way to alter the auto-delete time from trash... but there is a workaround;
rather than delete them just store them in an alternate location (dropbox, external Hard Drive, SD Card, archive, etc.). Some cost may be involved in some choices but it is cheap compared to loss of family photos.

If your pictures were not previously uploaded to Google Photos before you performed a factory reset of your device, then unfortunately there is nothing that Google or any of the volunteers in this forum can do to help you get them back. 
 
Before you factory reset your device, it is important to verify that your pictures and videos are actually backed up to Google Photos. The best way to do this is to visit the Google Photos website. If your pictures are not visible on the website, they have not been successfully backed up to your account. 
 
If your pictures are not uploaded to your account in Google Photos, the only place those files exist is on your device. Performing a hard reset of that device will permanently erase everything stored on it. Google cannot help you recover files it never had in the first place. 
 
Some third-party apps and programs exist that may be able to scan your device and search for files that might still remain, but there is no guarantee this will work to restore those files.

I'm sorry, it's not possible to extract individual photos from a collage. If you no longer have the originals from which you made the collages there's unfortunately no way of extracting them from the collages.

Perhaps you mean "Can I get them back and recover them". 

If you have deleted your originals in the Photos-library (stream), they are hold for 60 days in the trash at https://photos.google.com/trash and of course also in the trash of the Photos-app on your mobile. 
So if you found back some there, you can select and restore them back in your library. 
But never be delete originals again - so don't blame Google. 

It is not fully you can't recover the separate pictures, but in there original quality anymore. You have to crop to the individuals with the editor and then store that crop as a copy via the 3 dots - like below:



Thereafter you can crop to get the next part etc. etc. 

So that is a hell of job for many collages and these pictures will have a fairly low resolution compared to the original ones before (in the example above 950x950 pixels, but that is still usable for small prints).
