Google Photos should obey the system settings for a dark theme.
If you turn on dark theme (All apps > Settings > Display > Dark theme) or via Battery Saver (Settings > Battery > Battery saver toggle on) then Google Photos will have a dark theme.
If you would like to make a feature request so that Google Photos uses a dark theme independent of the System's theme setting (e.g. the system is normal, but Photos is dark theme), you can use the menu option at: Photos > Profile icon > Help & feedback to do so.

Thanks for being a bit more clear now - always wise to tell such innocent details immediately - else we (volonteers) are not able to check any behavior on technical changes or problems.
The Whatsapp-folder is not a neutral folder because the WA-app uses it for backupping the received pictures. So no pictures should be "moved-out" unless you accept that these pictures become vague in the original chats and need to get downloaded again to be able to view them.
Apart from that: if the WA-folder is synced within Google Photos, the received pictures are uploaded to Google almost immediately (when having wifi), so move to another folder is making that folder connected with Google also. So deletions on the Photos-page in the app, also will delete pictures in your Garden-folder and that behavior is not expected.
But what is new in Andorid-11 is that there are more safety warnings and permissions needed. So when I try to move, I get a warning like below in Dutch (see https://support.google.com/photos/thread/107314330?hl=en):

It asks if it is allowed to change the picture which is nonsense, because the picture is not changed, but just moved. Nevertheless you need to allow this by tapping the red circled permission and then you will see your folderlisting and can choose your Garden-folder.
Nevertheless it maybe much more simple to install the Google Gallery Go app where you can do the same operation in a much more simple environment.

My Samsung S7 has been automatically synced to Google Photos so every time I took a photo it automatically sync and back up to my Google Photos account. Now, I am trying to delete some of the unwanted or not so important photos saved or backed up in Google Photos to free up some space since it took 3.17GB of data. However, when I try to delete some of the photos in Google Photos it also deletes the photos saved in my phone/device. (FYI. I would like to automatically save and back up all the photos in my device to Google Photos so every time I accidentally delete a picture in my device I could always look back in Google Photos, I know this could be hard or confusing just want to ask some suggestions though)
1. How can I changed this? or How can I delete photos in Google Photos that will NOT delete in my phone/device?

This very long thread becomes almost unusable without having some "Recommended answers" on top. Because the subject is important to many, I collected some suggestions. Comments are welcome: I will edit this post when incorrect or when other (simple) solutions are posted.
This are some suggestions to delete from Google cloud without deleting from your device, without turning Backup and sync permanently off :
- Copy (or move) the pic into a different non-synced folder in the Gallery or another File manager.
- My best workaround has been to make a copy of the pic on the device and save it into a different non-synced folder. Then delete it on google (and thus the synced folder on my device). After that I can move it back to my regular pics folder so that it can backup at the resolution I originally intended. It's a real pain though, so I do it as infrequently as possible.
- The following simple option seems to work for me (janvb).
I checked that with Backup and sync ON photos in the same folder are deleted immediately from device when deleting from the cloud.- Turn Backup and sync OFF
- Delete the photo from Google Photos web version https://photos.google.com/
The photo is NOT deleted from the device because B&S are turned OFF - Turn B&S ON again: the photo was NOT deleted from the device
- I set my camera to save to the SD card. Google Photos backs up that folder to the cloud, and I can clean things out of my cloud storage without affecting the SD card.
- Note that this depends on the access authorization to the SD card in Android settings > Apps > Google Photos. When full access is denied, deleting in the Google Photos app on my phone (Samsung A40) says "Cannot remove n items - Google Photos has no rights to delete items from your SD card. Go to Gallery to delete." When I delete in the web app on a computer, it deletes the web copy. On the phone I see it disappear, and after a second it is replaced by the device copy on the SD card.
- Michael Zehr (Feb 2019) said: "I checked and now it's one permission setting for read and write to both internal and SD card.". But it still works for me. You will have to check this for yourself. Let us know how it goes.

If you downloaded a video from the Google Photos app, and received a notification that the download was completed successfully, then it's just a matter of finding out where that video file was saved to on your device.
Go back into the Photos app, tap the Library icon at the bottom of the screen. You should see "Photos On Device" section with a few thumbnails. Tap the link "view all" to see a screen with thumbnails for every folder on your device that contains pictures or videos.
Often, when you download a picture or video from the Google Photos app you can find it in the Camera folder here. Files will be arranged by the date the pic was taken, so you might have to scroll to the bottom if it's an older pic or video.
If you're using a file browser app to find pictures or videos you downloaded from your account with the Google Photos app, you'll find them usually in a folder named Restored. The exact file path may be different depending on your device, but on my Pixel 3 it is as follows:
/storage/emulated/0/DCIM/Restored/IMG_20210424_085709.jpg
If you're still not finding your downloaded video file, go back to the video in the Google Photos app and look at the Information panel (swipe up in the app when viewing the pic/vid). In the Details section you'll see the local storage location of that file if it is on your device. If you don't see the folder location like I described above, and you only see a file name, this means that file is not stored on your device.

There are a number of trouble-shooting steps at this help article that you should try.
In general, I would first make sure you have a good wifi connection, or sufficient cell phone data available, and that wifi is turned on and active, as is cell data, if desired.
I sometimes toggle wifi on and off, just to be sure. And do the old trick of restarting the device.
Then:
- Open Google Photos
- Select the Profile icon in the upper right
- Check back up status and Settings > Back up & sync is turned on
If there was a temporary glitch, you may need to reset the Photos cache to nudge things along:
- Long press on the Photos app icon
- Selet App Info
- Select Storage & cache
- Select Clear cache
- Restart Photos and see if symptoms improve
Also, make sure that battery saver is not turned on and that the phone isn't limiting activity.
Other than those quick fix suggestions, do look at https://support.google.com/photos/answer/6174018 as it addresses a lot of other functions that might be contributing to your problem.

I suggest you clear the cached & stored data of the Google Photos app & then reinstall the app.
You can do that through these steps.
- On your Android phone, open the Settings.

- Next, uninstall the Google Photos app.
- Power off the phone & then restart.

The safest option is to move the photos to a Computer using a USB cable which has the advantage of being able to recover any lost stragglers.
Deleting from the device by using Gallery Go by Google may be a useful method. You can select a group of photos and use the Share option to Upload to Photos, this will confirm they are backed up, then select the same group and move to trash. Back to the Gallery Go main page and use the 3 dot menu to select trash and empty it.
If you are sure items are backed up at https://photos.google.com/ you can safely delete using any gallery app

Sorry to hear about the phone issues and the loss of your data. it sounds from your report that the image is had not been backed up to Google's servers.
You can double check your Google drive to see if the image is happened to have been uploaded there, or log in to Google photos on a web browser on another computer to see which images have been backed up.
Make sure your login on the phone to the identical Google account that you used for your backup, if you had multiple users on your phone, for example a business account, login to those accounts also to see if perhaps the images were backed up to there instead.
Otherwise make sure you have a good Wi-Fi or sufficient cell data and give Google photos enough time to sync all the data from the online servers back to your phone.
Since you had a factory data reset my suspicion is that all the local memory was wiped however if it's critical you can try downloading and installing a third party data recovery application to a computer, attach USB cable to your phone, and run the software to attemp data recovery on your local phone storage. The software will not attempt and recovery from Google's online servers. I do not have a recommendation of which software to use but you can do a Google search to research your options what fits your needs best.
Finally if you shared your Google photos library with anyone you can contact them to see if they saved any of the images to their library or any social media or emails that you may have sent a photo to recover at least some of the images if needed.

Items you delete from Google Photos are also removed from:
- photos.google.com and any synced devices

Now, it seems the pictures from my camera are syncing with photos.google.com. But they are not syncing with the folder on my computer.
What is NOT happening is that the pictures in photos.google.com are NOT syncing with my Google Photos folder in my Google Drive, and thus, not syncing with my Google Drive folder on my computer.
Is this just the way it is now? Or can this be fixed so that I can once again have my pictures sync to my computer? I want to be able to sync them to my computer because that is where I can easier work with my pictures ... I can't do that online.

Google Photos Backup is an interface with Google Photos which passes on a stub file to the Google Photos folder in My-Drive when the option is enabled. The stub file is a link to the original in Google Photos.
Backup and Sync is a physical Drive interface which creates the stub file in https://drive.google.com/drive/computers before uploading the photos to be stored in Google Photos.
This is design intent and is the way it is going forward, anything uploaded with Backup and Sync will not appear in the Google Photos folder in My-Drive. The photos directly uploaded to the web or from mobile devices will still populate the Google Photos folder.
It shouldn't cause an issue with syncing photos to your computer because Backup and Sync is uploading them from your computer, except if you are importing them directly from a camera via USB, in which case there is no option other than downloading manually, or bypassing the automatic import and copying the photos to a folder which is being monitored by Backup and Sync. I know the direct import with no local copy is design intent and the only wy this would change is for users to complain via the Send feedback option.

Perhaps the initial question was misunderstood, but the way I read it was that photos from the phone were syncing down to the computer, as they still do today for all my mobile photos. But the photos from the camera, which I took as being uploaded with Backup and Sync (as the web category indicated I thought) were not appearing in the Google Photos folder.

As far as your question is concerned, all my mobile photos continue to download to my computer using the same configuration you have described, so if there is an issue this is the first I have heard of it.
All I can suggest is that you try to disable then re-enable the Google Drive setting to see if things go back to normal. Do not remove the Google Photos folder as it will not repopulate with past photos, only with new photos after the date of removal. It is also worth checking if the current month folders still appear in the selection box of the Google Drive preferences in Backup and Sync.

- When you open an album and click the "Add to album" album, it brings you to the library where the photos that already are in the album are selected.
I do not really like this method for 2 reasons: - Deselecting a photo removes it from the album. That is not intuitive and therefor risky, especially since there is no "Undo".
- I do not always want to select from the library. It is often easier from another album, or from the "Recently added" view for example.
- When you simply select photos anywhere in Google Photos and want to add them to an album, you should not care whether they are already in that album: they will not be added again if already added.

- Select and open the album
- Select an image to open in full view
