I took a pic on my iPhone which uploads to Google photo, however it's 90deg wrong so I rotate it 90deg right. It rotates in apple photos on iPhone. Great I like this. :) However looking at the same photo on Google Photo on my ipad it still shows the original wrong way up. This this behaviour seems consistent rather than one off. Last time I simply edited it on ipad to 'catch up' the way up to how I wanted it. I'll leave it as-is in case you have some suggestions to try. Otherwise everything is working great.

Photos do not get deleted spontaneously without any user-initiated action.
Further, when we delete something from the phone, the sync action in the app removes it from the cloud also. The same action happens when we delete something in Google Photos, the app removes the matching content from the phone too.
 
Nevertheless, any deleted picture is retained in the bin for sixty days.
 
If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.
 
However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.

Basically you can stop with syncing from Android to Google then, because you will upload your edited stuff in High Quality straight into https://photos.google.com because then you are able to create an album immediately or add to an existing album on Google Photos - maybe for sharing or just for viewing.

But you did not tell us that you already pay for more storage at Google and that means that you can upload your edited pictures in their quality as exported from Lightroom and then they will not get compressed at Google. 
In that way you can go on with backupping at Google, but now with selected and edited pictures. 

OneDrive is not meant to take over, but just to sync new phone pictures to your pc to be moved into your Lightroom-library. Thereby you prevent that pictures stay in the OneDrive-cloud which only has 5 GB for free. Paying for 50 GB extra at OneDrive only makes sense when you need more temporary storage because of having no time for immediate editing during long journeys. 

You should avoid using Backup & Sync for uploading just to prevent large amounts of look-alikes at Google Photos. Just drag the freshly edited and exported pictures straight into https://photos.google.com

It does not make sense to ask Google for re-instating the old method which synced your whole GP-contents because that is a very bulky and dangerous approach. 
But it does makes sense to ask for an incremental approach for which we now need OneDrive (or Dropbox).

First, the Google Photos app doesn't cherry-pick something to backup.
Once you include a folder for getting backed up, everything in that will be uploaded.
 
The backup can remain incomplete for multiple reasons. However, when we select the option to free up space, that doesn't start unless everything from the selected folders is backed up. 
 
Nevertheless, you can check the presence of the latest photos through the web link https://photos.google.com/ and get assured that even the latest pics are available on the cloud.

If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than one Google account, check all of them. 
 
2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
 
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos
 
3. Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself.

Unfortunately the only way to possibly get access to the data would be through the administrator (and that would probably depend on their policies and procedures).
 
If I were you, I would try writing a very pleasant email or chat message to the administrator asking if it would be possible to get access to your account for ~two weeks so you can download your irreplaceable memories.
 
Always keep critical images in more than one tool / service / format.. I keep mine in Google Photos, my laptop, and multiple USB drives.  Remember, it is relatively easy to copy images from an iPhone to a computer (or USB drive connected to a computer) using your charging cable.
 
We are volunteers here and don't have access to an personal data, images, etc.

Did you receive some of the pics through the sharing route?
Nevertheless, I find the "Save" symbol at the top of the pics which do not display any download option.
Tap that Save icon.
That will bring the picture to your cloud storage. 
Once done, you will find the download option for the saved pics.

When you go to https://photos.google.com/ in a browser window where you are already signed in to a Google account, it will show photos/videos uploaded to that account. 
  • You can sign off from the actual account and sign in to another one, but that is not very practical. 
  • In Chrome you can add more accounts and easily toggle between them (recommended when you want to switch often). I don't know whether the same is possible in other browser. 
  • You can go to an incognito (Private) window and sign in to the correct account
  • or you can use another browser ...

if you have uploaded photos to google photos and then deleted it.

 please take a look at the below information.

Restore photos & videos
If you deleted an item and want it back, check your trash to see if it's there.
  1. On your Android phone or tablet, open the Google Photos app .
  2. At the bottom, tap Library  Trash .
  3. Touch and hold the photo or video you want to restore.
  4. At the bottom, tap Restore. The photo or video will be back:
    • In your phone's gallery app
    • In your Google Photos library
    • In any albums it was in
If the item is not in your trash, it may be permanently deleted.
Don't see the photo or video?
If a deleted photo or video isn't in trash, you can't restore it. You won't be able to restore a photo if:
  • You moved it to trash more than 60 days ago.
  • You moved it to trash, then emptied your trash.
  • You permanently deleted it from your trash.
  • You permanently deleted it from your device's Gallery app, without backing it up first.
To find and recover photos easily, turn on back up & sync.
Important: If your Google Photos account is inactive for 2 years or you're over your storage limit, your content may be impacted. Learn more about this.

Welcome to Google Photos Community Support Forum & thanks for your query.
 
Can you please visit the link https://photos.google.com through any browser on your Win 7 PC?
Once done, then log into your account.
Next click on the picture for which you want to add text.
On the next screen, click the encircled letter  " i ".
That will open a small panel on the right. Click on the "Add description" & then enter the desired text.
 
However, the text will remain on the cloud only & will not be available when you download the picture.

To add description that would be retained permanently, use the file explorer in Windows. Right click the photo file & then update the file properties.
That text will get carried forward to Google Photos also.
 
However, if you have uploaded the pics to Google Photos already, then please download those (& delete from photos if required), update through file properties & re-upload.

You can add such text Through the editor in the Google Photos app also.
However, that utility places the text in the middle of the picture.
You can position that at the bottom through a series of enters.
However, instead of that, I would use MS paint which has been there gratis along with every version of Windows for so many years.

Thanks for seeking clarification.

On the desktop, we can not use the app.
However, we can access the Google photos collection through any browser by typing the link https://photos.google.com/
The web page will ask you to choose your account and log in.

Though this browser version also allows edits, regretfully, that doesn't offer any facility to add text within the photos itself.
