Google Snapseed will do because it has a Txt-option under Tools and it can open pictures stored in the screenshot folder directly.
If the screenshots are available in Google Photos only, you should open an individual one and then you can choose Edit in > Snapseed under the 3 dots. The result will be stored in the Snapseed folder, but can be uploaded to Google Photos from there if you open that folder in the Album-page of the Google Photos app.
You may need only a part of the screenshot by some cropping away technical borders and that can be done by using the croppingtool before texting.
Snapseed can be installed from the Playstore for free and is safe.

Yes, I did try this work around already. While it did eliminate all of the dupes in the Photos section of Google since April 2019, it also messed up the web albums I had newly created through Google Photos using my recent iPhone photos that had been synced to Google Photos—there were a few blank images scattered in each of the web albums! I have no idea why. I turned Photo Stream back on again, and the web albums repopulated as normal without any blanks. Does anyone know why this happened? Seems like it shouldn't. I guess I will have to live with the dupes until Google comes up with a permanent solution....

It sounds like you have used the duplicates when creating the album, which might cause problems later once a fix has been applied as those copies will possibly disappear. Photo Stream appears to be a temporary method of giving access to low resolution copies of the photos to other devices, is there a reason why it is needed in parallel with Google Photos?

Nevertheless, when you tap the delete icon in the Google Photos app, a warning appears telling you what will happen if you proceed. On your phone, that message asks, "Remove from Google account & synced devices?"
When you attempt to manually empty the trash/bin in Google Photos, another warning appears that explains the consequences of permanently deleting those pictures and videos.
If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.

The video editor in Google Photos allows to extract frames.
Tap to open the video.
Tap once again to reveal the controls.
Tap the edit symbol.
That will reveal a series of frames below the video as visible in the screenshot below.

Move the vertical slider in the middle to preview the frames. Once you get the right shot, tap on "Export frame".
The editor will save that frame as a photo.

Sync means that your photo library stays consistent across all devices that are signed in to your account with Google Photos.

Since April 2019, the Google Photos app on my iPad Pro has started automatically syncing duplicates of my images taken with my iPhone. It did not do this before, and was working fine; I have not changed any settings on any of my devices. There are no duplicate photos on my iPhone or iMac in either the Apple Photos app or the Goggle Photos app. And there are no duplicate photos on my iPad's Apple Photos app. Just on the Google Photos app! How do I stop the Google Photos app on my iPad from syncing duplicate photos??

Yes, I did try this work around already. While it did eliminate all of the dupes in the Photos section of Google since April 2019, it also messed up the web albums I had newly created through Google Photos using my recent iPhone photos that had been synced to Google Photos—there were a few blank images scattered in each of the web albums! I have no idea why. I turned Photo Stream back on again, and the web albums repopulated as normal without any blanks. Does anyone know why this happened? Seems like it shouldn't. I guess I will have to live with the dupes until Google comes up with a permanent solution....

It sounds like you have used the duplicates when creating the album, which might cause problems later once a fix has been applied as those copies will possibly disappear. Photo Stream appears to be a temporary method of giving access to low resolution copies of the photos to other devices, is there a reason why it is needed in parallel with Google Photos?

Although your explanation sounds reasonable, I double checked one photo in a recent web album that I am positive was blank when I turned off Photo Stream, and then repopulated when I turned Photo Stream back on, and it was NOT the dupe version that I had used when originally creating the web album.
Regarding your last question, I am not sure what you are asking. Could you restate the question another way? (When I create a web album via my iPad Pro using the Google Photos app on my iPad Pro, I always use the image in the Photos section of the Google Photos app. When I got my iPad Pro about a year ago, which was an upgrade to my previous iPad, I simply used the same settings I had always always used, namely, turning ON Photo Stream in iCloud; this is also the same setting I have always used on my iPhone).

However, I am in a bind at this point; I don't know what to do except to wait for the Google fix. It's a difficult one regarding Photo Stream, it could take days or months, we have no way of knowing. It is even possible that any fix applied will blank the same photos which disappear when you turn it off. I would be tempted to turn Photo Stream off, remove any blanks from the albums and try to pick them from the camera roll again.
4.22 is running OK on my iPad and I haven't seen any reports yet. The usual recommendations are to delete the app and re-install although I would try removing Photo Stream first to see if it makes any difference.

Use Google Files if you want to move files to an sd-card. You can't move folder, because they often are coupled to the operation of some app like Skype.
