Don't understand why you don't use Apple iCloud and install the iCloud-app on your Windows-computer also. iCloud also can store music-files. 
Maybe not free of charge after some time, but you can use reduced filesize (heic) for pictures and movies. 
I do think that Windows-10 can handle these filetypes for viewing.

I simply can't believe that Apple is such a stupid designer that you can't sync to Windows via iCloud. 
But maybe you are right, just because you have no Mac.  

Because you will have a Windows-account (normally), you have access to the Windows-cloud named OneDrive. Then you can install the OneDrive-app on your iPhone and set it for Camera-uploads. 
Then you can pick-up the new pictures (and probably many old ones) in the Camera-album in the OneDrive-section in the Windows Filemanager. And these should be dragged into your normal picturefolders to prevent cluttering in the OneDrive-cloud which is not free of charge above 5 GB. 

If you hardly take any photos with your iPad, it is not needed to install the OneDrive-app on the iPad.

  • Deactivate the face grouping first.
  • Next, open the Settings on your phone.
  • Tap Apps and notifications.
  • Tap Show all apps.

  • Tap Clear storage.
  • Next, uninstall the Google Photos app. 
  • Power off the phone & then restart.
  • Install the latest version of the Google Photos app through the Play Store.
  • Re-enable face grouping.
Depending upon the size of your collection, the app may take six to eight hours to bring back the people & pets tab.

Today, I've run out of storage in my Samsung S7 & the SD card - again!
Used to back up everything to external drives.  Now that I'm on the cloud, i just see them in my Gallery and GP Cloud.

The simplest thing (for me - but maybe not the best!;) is to insert a new card, tfr phone stuff to it and fill up the phone, again!

I've lost lots of pics in the past - so very paranoid about deleting anything!!

Here's an added little twist - I keep getting notices that a couple of thousand pics can't be loaded to the cloud.  Can't remember if they were too big or not std or what!  Will have to wait till I see it again.
I know when I signed up for the cloud I said it was ok to resize them or whatever so they'd go up - or download - or whatever they call it this week!;)
Just didn't want to deal w external storage etc!

I know none of them are award winners - just memories - so ok to resize, as long as I can see them!!

Anyway, appreciate whatever you can suggest.

You can easily remove all the photos from your device you've already uploaded to Google Photos by following the instructions at this link here.
 
Just select the correct tab for either Android or iOS and you'll find how to do it.
 
Your photos will safely remain in the cloud and you can view them in your phone in Google Photos, just like before but they won't actually be on your phone taking up space.

That happens because of the "Sync" feature in the app
Sync means that your photo library stays consistent across all devices that are signed in to your account with Google Photos.
 For example, deleting a photo from one device will delete it from everywhere, and editing a photo on the web will edit the photo on the original device.
 
Nevertheless, any deleted picture is retained in the bin for sixty days,
 
If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.
 
However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps 
and run a scan for anything to recover.

I suggest, first you clear the cached & stored data through the steps.
On your Android phone, open the Settings.
  • Tap Apps and notifications.
  • Tap Show all apps.
  • Tap Google Photos.
  • Tap Storage and cache.
  • Tap Clear storage.
  • Next, uninstall the Google Photos app. 
  • Power off the phone & then restart.
  • Install the latest version of the Google Photos app through the Play Store.
  • Log into your profile
Next, open the app & tap to open the first picture.
  • Slide up & then you will see a menu option "Delete from device". Tap that.
  • That action will remove the picture from your device only leaving the one on the cloud intact.
  • Next, slide to the left horizontally.
  • Repeat the same step.
  • Repeat this action for at least thirty to forty pictures.
That may create sufficient space on the device for the app to work on the "Free up space" command. Try that & confirm.

Thanks for posting in the Google Photos Help Forum.

I understand and I'll be happy to help. Are the photos from the device camera folder or from the Google Photos library? If it is from Google Photos, it can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos. 

However, if you're sure they were backed up, I recommend you looking for your video here:

If a photo/s is deleted from Google Photos, it would go to Trash/Bin for the next 60 days (after deletion). Unfortunately, if the photos aren't found in Trash or deleted from Trash, I'm afraid, you might not find them else where to recover them because Trash is the last resort to retrieve your lost/deleted photos.

Meanwhile, please uninstall and reinstall the Google Photos app on your iOS device and login with the same Google Account to check if this sorts the issue.

The Google Photos app doesn't have any capability yet to convert any static picture into a motion photo.
The app can only play motion photos.
You may have turned on the motion photo feature in your camera inadvertently.
Now after revision, the app is playing those motion photos.
You can stop the autoplay at any time.
The two screenshots below explain how to do that.
 

Further, you can export the best frame & discard the motion photo.
The feature is meant for that purpose.
Sometimes, when we hit the capture button, we may miss the precisemoment when the actual action happens & then we feel bad.
However, if the motion photo feature is on, the camera captures frames one and half seconds before & after we click.
That helps in getting a perfect picture of some live action.

I create an album and then drag and drop photos in the new album.  I have been doing this for two evenings and have uploaded numerous albums already.  Some albums have 1 or two photos skipped (I always assumed the photo my be crook, so no real drama)
But last night, it skipped my whole selection, I changed the album name and tried a different selection and the whole selection was skipped again.  I did it with a third selection and again nothing was uploaded).  I change my method of upload by selecting the images from my computer and still no luck.  I checked that I did not run out of storage, and I still have plenty left.

Can someone tell me why a photo would be skipped during upload, so I can understand this better.

No explanation possible. 
Your file downloaded from Drive can be opened in the Windows viewer like any other heic or jpg file. 
But if I try to upload via my Chrome-browser, I also get an error also. 

But my general remark is that you should not use the heic- and hevc settings of your Samsung-camera-app because of lower quality compared to standard. 
Then you also prevent future problems or problems for other users at sharing.

When you include incidental movies in hevc-format, you maybe right about a factor 2 less space on your phone, but at Google (assuming high quality setting), the difference is small and that will be relevant after June 1 because then Google will start counting them. 
But half the size also is half the quality and that can be seen below: 



The upper one (heic) has too much contrast and that makes the foreground too dark and the clouds too white. The shots were taken 18 seconds in between - so no big changes in the scene. 
Of course it is impossible to compare many scenes, but this one is a typical outdoor scene. 

The space on phone is no problem nowadays, but you need to get into the discipline that your delete the oldest month when a new actual month is started. You have to do that in some Gallery app to prevent that you also delete your copies at Google.

The Google Photos app acts as a window to see photos backed up to Google Photos and photos in the Gallery.
 
For information, the delete options on Android are as follows
  1. Free up space checks that a photo is backed up then deletes it from the local storage
  2. Delete in the Google Photos app using the trash
    • Deletes both the device copy and the backed up web copy
    • If internet access is available the photo is put in the web trash and is permanently deleted after 60 days
    • If Internet access is not available the photo is put in the app trash and is permanently deleted after 30 days or when the app data is deleted
  3. Delete in the app using the 3 dot option to Delete from the device, either singly or by selecting a batch
    • The photos remain backed up and can be seen both in the app and on the web
  4. Delete using a Gallery app (Gallery Go etc)
    • The photos remain backed up and can be seen both in the app and on the web

The Google Photos app acts as a window to see photos backed up to Google Photos and photos in the Gallery.
 
For information, the delete options on Android are as follows
  1. Free up space checks that a photo is backed up then deletes it from the local storage
  2. Delete in the Google Photos app using the trash
    • Deletes both the device copy and the backed up web copy
    • If internet access is available the photo is put in the web trash and is permanently deleted after 60 days
    • If Internet access is not available the photo is put in the app trash and is permanently deleted after 30 days or when the app data is deleted
  3. Delete in the app using the 3 dot option to Delete from the device, either singly or by selecting a batch
    • The photos remain backed up and can be seen both in the app and on the web
  4. Delete using a Gallery app (Gallery Go etc)
    • The photos remain backed up and can be seen both in the app and on the web

Which tags are your talking about? 
Google Photos reads normal filedata but no captions and keywords etc. 
But you can enter such data after uploading. 
Be aware that they old dates, so if uploading via photos.google.com is ended you should select "Add to album" to have them together - else they get lost in your timeline.

Hello Rinus, thanks for your answer.
I mean the tags that I introduced in Picasa to classify and identify my videos. We are talking a few thousands of short videos (family stuff, holidays, etc.)
For pictures, these tags are saved in the image file (Exif), but for videos they are not, as far as I understand. They are stored in a separate database, made by Picasa.
What I would like is to somehow have these tags embedded in the video files, so that Windows, or other programs, could read them.
Do you think it is possible?

Sorry Miguel, I did miss your reply.
I can't answer about any hidden tags in Picasa because I only have 3 old wmv-examples saved. 
But when I view the hidden .picasa.ini file (this is a simple textfile), I don't see much more then some captions I have added and these can be copied into Google Photos one by one. 
Better to assign these old videos to albums in Google Photos which you can give a searchable name. 
Don't expect further answers here, because Picasa is rather obsolete (hélas).

Possibly, the backup action did not happen for the photos which are not visible now.
 
The Google Photos app acts as a portal viewer. We continue to see photos from our phone plus the ones on the cloud together & get the wrong impression that everything is backed up.
However, the status needs to be checked periodically by tapping the profile icon & then observing the message on the backup & sync option.
 
Now since you have done a factory reset, the photos are nowhere
Nevertheless, you can try any file recovery app and see whether you can retrieve something from the phone memory.

I would suggest clearing the cache for the app. This will not delete any of your data. But it will essentially refresh the app and hopefully kick start the backup properly.
  • On your Android device, open the Settings app
  • Tap Apps (or Application Manager)
  • Tap Google Photos
  • Tap clear cache
  • Tap clear data
You will need to log into Google Photos again. Once you've done that, make sure that you have turned Backup and Sync on again.

If so, the content will be in zip format.
Have you retained the email through which you received the content?
