We can't know that - but if your recent pictures are not on phone anymore, you can download some from the Google Photos: just open a suitable pic and hit the 3 dots - then you will see the download option. 
Thereafter you will find them from within the Picaboo-app in the folder Restored.

I do understand the inconvenience as you're unable to play the videos from your Google Photos app. Therefore, I recommend trying the steps below in sequence, this may help in fixing the issue:
  • Make sure your device is up-to-date.
  • Make sure the App is up-to-date.
  • Try restarting the App through the following steps:
    • Go to your App Settings.
    • Click stop on the afflicted App with the Force Stop button.
    • Wait a few seconds to make sure the App has stopped processing, and then attempt to re-start it.
  • Close the background running apps through the following steps:
    • Go to your App Settings.
    • Display the Active Apps on your device.
    • Select the App you wish to close and Force Stop it.
    • Repeat this step with all active Apps.
  • Try clearing your App cache through the following steps:
    • Tap the system Settings tab on the main screen of your device.
    • Tap the General section of settings that is on the far right.
    • Tap Storage in the General tab.
    • Clear the cache data once storage calculates the data.
    • Back out of the storage section. 
    • Tap Applications and find the application in question.
    • Tap the application and clear the cache (if available).
    • Clear the data for the application if there is no cache to clear.
    • Exit the settings screen and restart the device.

When we delete something from the phone, the sync action in the app removes it from the cloud also & vice versa,
 
Nevertheless, any deleted picture is retained in the bin for sixty days.
 
If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.
 
However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps 
and run a scan for anything to recover.

We can't inform you about the behavior of third party apps and it is not logical at all to delete these apps. 
If their folders were synced with Google, I can't predict what has happened at photos.google.com if there are grey squares also, or still the original pictures.

When Settings  are fine in  Android Phone and Photos / Videos are backed up and synced  successfully into Google photos,
You will get the photos and videos here,
Settings  For Android Phone,
Open the link and confirm your Google photos App is up-to-date,
When the link open,
Go to 3 lines Menus at top left,
Select your picture,
Select Account in case of Multiple accounts .
Check in All  Folders,
Or, open Google photos App and check for photos,
Or,
Check Trash folder for deleted photos,
Can be recovered from Trash within 60 days after the deletion,

Still problem persists,
( In Android Phone )
Go to Settings > >> photos>>Clear cache> Clear  Data,
Check Settings in Google photos,
Open Google photos and wait for finishing the process,
If the files are not in Trash,
They are not recoverable.

This does not help.  I would like to know what Google decided that photos that were backed up prior to the phone reset needed to be permanently deleted.  The phone had been backing up all year.  This is frankly very disappointing.

The harsh conclusion is that these pictures never have been backupped at all assuming that your are viewing photos.google.com in the Chrome-browser when you log-in with your husband's Gmail-account formerly used in the Google-app for backupping. 
That's a general pittfall: the app shows the pictures on phone (which are gone now due to the reset) but not the pictures at Google unless he would have created some albums for sharing. 

Not clear either why you should do so many resets - I never have not done that since years. 
If his phone got filled with too many photos & videos, you should use the Free-up space option under the profile circle right-up. Factory reset is needed when there are installed too much game-apps or other technical problems due to chaotic usage. 

And in general: if people make no copies on their computer, most fall in this pit sooner or later.
Just due to confusing design of "great google". See Don't assume

I love Google Photos and use it regularly.   I recently created a Google Photos album that included 300+ videos.   I want to be able to download these videos to my computer (Mac) and tried the following:
1) Tried to download the entire album via the "Download All" option.  However, it opens up another page that is "waiting" for "video-downloads.googleusercontent.com" to open.  The page tries to load for a few minutes and eventually, I get a HTTP error.  I tried this on two different computers in two different locations with 2 different browsers and get the same error message.
2) Next, I used Google Takeout - which created a zip file that I successfully exported.  All the videos show up as Quicktime files, but when I try to open each one my Mac says the file isn't recognized.  Interestingly, I can open these files using VLC.
Any assistance would be greatly appreciated,

Most likely these video's are fairly old and they also got compressed by Google if you did choose unlimited free storage ("High quality"). And in the download via Take-out, some metadata added by Google is separately stored in json-textfiles. So it is not that strange that they are not seen as fully standard to your strict Mac. But VLC is much more flexibel and maybe you also can use VLC to convert back to standard QuickTime formats. 
I have too less experience with video and I even don't have a Mac, so I can't say more about. 

That you can't download that amount straight from your album, is not that strange: the files must get packed in a zip-folder and apparently there are limits to the size of that folder. While Take-out can divide the bulk over several zips.

Once you recover that, add that account on your new phone.
Then you can transfer the pics using the sharing option.
However, if your old phone has quit working and some pics were not backed up through that, then you will have to recover those pictures only through repair of the phone.

It appears that the camera on your phone is encoding incorrect metadata in the photos.

The face recognition feature is still evolving & has yet to reach perfection.

You can remove a picture that is wrongly grouped under some different face.
To do so, tap to open the pic & slide up.
You will find a minus sign on the thumbnail of the identified face. Tap that to remove the picture from the current collection.
If the app finds some nearest match, one more row will appear at the bottom with a Plus sign on the thumbnail.
A tap on that will offer all the identified faces.
Select the right one and regroup the picture.
 
However, if the app fails to identify the faces of the two kittens as distinct entities, you may not get that choice.

The Google Photos app does not contain any photos and seeing them in the app does not mean they are backed up. The Google Photos app acts as a portal to see all the photos on your device and if they are backed up and visible at https://photos.google.com/ then the Google Photos app will check each one before deleting the device copy.
  • Note that only photos stored on internal memory will be deleted.
  • SD card contents will not be deleted

I don't understand why you are saying "using the correct password". 
The Gmail-app always is logged-in to one of your accounts or do you need to select the right account when you want to start a new mail-message? 

Normally you would see this after selecting a few (not many) pictures and sharing them to the M-app (see https://support.google.com/photos/thread/106449450?hl=en): 



If the pictures chosen are still on your phone, you will have fairly large files (maybe around 5 MB each), so if you want to send them in their original quality, you should not select more then 2 or 3. 
But if the pictures chosen are in Google-cloud only, they can have been compressed to high quality and then they are much smaller (maybe around 2 MB each) and you can select a bit more. 

It should work that way, so if not, it is hard to guess what is wrong at your side unless due to a temporary black-out at Google :-)

  3. Touch and hold the photo or video you want to restore.
  4. At the bottom, tap Restore. The photo or video will be back:

If the item is not in your trash, it may be permanently deleted.

  • You moved it to trash more than 60 days ago.
  • You moved it to trash, then emptied your trash.
  • You permanently deleted it from your trash.
  • You permanently deleted it from your device’s Gallery app, without backing it up first.
To find and recover photos easily, turn on back up & sync.
 
You may also try to get professional help, but sorry to say Google cannot do anything about it.
 
Tip: You can try using some data recovery apps from the play store. it might work.

I've been using google photos for a while now and I've noticed it leaves behind 90% of my videos on my camera roll when I click the "clear up space" button to delete things from my camera roll. It deletes all the photos just fine but nearly all the videos stay and it makes me wonder if they're not getting backed up. So I go back to check, and they are backed up, so it just makes it very difficult as I'm not sure what to delete by hand and what to keep for backup.
