I have created in Google Photos app or in my device (Not sure on the difference as both are on the google photo app) numerous folders in Photos on Device. The reason being I want to categorize my photos, example, Family photos in one folder, and Hobbies in the Hobbies Folder.
These folders are all still visible and viewable, but the photos that I have transferred to them from other folders (Created folders or Camera Roll) have disappeared after a while. These photos are not deleted as they can still be seen in Photos. Just missing from the folders that I have previously placed them in. And only the earlier transferred ones are missing, the recent ones are still there
I have tried using a USB to connect to my PC to see if the photos are hidden. I have found folders that were created awhile back but are not visible on my Google Photos app now. And of course under Photos folder, I could not locate the photos that I had transferred into from a while back.

Photos do not get deleted spontaneously without any user-generated action.
When we delete something from the phone, the sync action in the app removes it from the cloud also & vice versa,
Nevertheless, any deleted picture is retained in the bin for sixty days,
If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.
However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.

I've made Takeout export for all albums (less than 3GB), then deleted everything from Photos and nothing has changed in quota.

I have no experience with albums of 10.000 pictures or more (the limit seems to be 20.000), but I suspect that you may have to wait some time, and start again, maybe with less photos/videos.
When you have selected "High Quality" in https://photos.google.com/ the photos will NOT count against your quota when saved before June 1. After that date they will count for the (reduced) file size.

- You are not backing up your pics to Google Photos. You have switched that off.
- Still, you are using Google Photos app as a portal viewer
- When you delete any picture residing on your phone using the delete function in the Google Photos app, that's taking a lot of time.

However, can you please try one test?
Delete any photo through by tapping the Bin symbol in the app and record the time taken to do so.
Next, undo the delete & recover the file

Locate the same file using some explorer app on your phone.
If there is none, then you can install the "Files" app by Google.
Then try deleting the photo through the explorer & measure the time taken to do so.
If you can do so for two to three pics that will be more useful.

So it appears to be only when you are in the Google Photos app that the deletion process is slow. Since you have not activated cloud storage, the Google Photos app has to take the action at the front end only.
Even then, the app may be checking whether there is a backed-up copy on the cloud or not.
Additionally, the app has to remove entries from all albums and shared albums. That's not the case with the file explorer app.

Just to let you know that if you're having duplicates on Google Photos. Just to let you know that Google Photos should detect duplicates regardless of upload device, unless the files have been modified during transfer between devices.
Even if a single bit is different in two images, then Google Photos won't see them as duplicates and it will consider them as two different photos. If you still see the duplicate photos, you may need to delete them manually.

I assume that your friend has shared his complete garbage with you and that you were that stupid to hit autosave before checking his content.
Then you should cancel autosave and go to your computer where you can see the recently added via https://photos.google.com/search/_tra_ in your browser when being logged-in with your account.
Then you can start bulk-selecting up to about 500 for trashing, but there can be recent pictures of you in between - so take care and don't empty the trash to keep the chance to recover.
You can go on with sharing, but then you pick-out suitable pictures manually for adding to your own library.

That's the intended feature of the sync function.
Sync means that your photo library stays consistent across all devices that are signed in to your account with Google Photos.
For example, deleting a photo from one device will delete it from everywhere, and editing a photo on the web will edit the photo on the original device.

To move the pictures to the SD card using the Google Photos app, please follow these steps.
- Tap on the Library view.
- Tap the desired folder under Photos on the device.
- Select photos by long pressing then tap others after the tick confirms the first selection. You can also long-press and slide down while still in pressed condition to select a range of pictures.
- Tap the 3 dot menu top right
- Tap Move to folder
- Tap New SD folder, type a folder name then tap Create
Note that if the photos are backed up to Google Photos this will not remove them from the Photos.
Further, even if you do not select this new SD folder for Backup & sync any contents will still be deleted if deleted using the Google Photos app.
However, to move apps to the SD drive, you need to refer the documentation provided by the manufacturer of your phone.

Photos or videos do not get deleted spontaneously without any user-generated action.
When we delete something from the phone, the sync action in the app removes it from the cloud also & vice versa,
Nevertheless, any deleted content is retained in the bin for sixty days,
If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.
However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps
and run a scan for anything to recover.

Ok, this is a little strange because the behavior seems a little different between the mobile app and the web interface, but...
On a computer (or using the browser, Chrome or Safari in iOS) go to https://photos.google.com/u/0/search/_tra_
You should see the recently added images.. then select a range and delete them (being very careful to not delete images, such as your own, which you want to keep).
Even though you can search for "Recently Added" in the iOS Google Photos, the behavior seems different for photos added to library from somebody else (it seems to keep the original taken date).

Here are the steps that would help you to sync USB devices & SD cards to your Backup and Sync:
- On your computer, click Backup and Sync.
- Click More.
- Select Preferences.
- At the bottom, click USB devices & SD cards.
- Click Plug in a camera or phone to back up files.
- Click OK.

In the Google Photos app on your iPhone, tap the round profile icon in the upper right hand corner..
Then > "Photo settings

Then, turn on the Back up & sync toggle
If you want to delete from the device and let the photos be on google photos please click on the profile on your google photos and click-free up space then it will deleted from your device and it will be saved on google photos.
Important note: Read and understand the "Important update about your High quality storage" or similar on the Back up & sync settings page. Basically, all photos after June 1, 2021 will count against your Google Storage quota. If you are paying for storage you are probably fine, if not you want to understand that you probably will at some point.
