Following an email from Google saying I was running out of space, in a moment of madness I permanently deleted my photos on Google Photos to create more space on my Google account. I never really used it so didn't see the point of the photos being there. I did not even think that the action would be synced to my mobile phone and wipe all the photos off there as well. I did not realise until a couple of days later when I went to look for a photo on my phone and they were all gone. It wasn't as though Google even warned that deleting them off Google Photos would also wipe them off your device as well.
I tried loads of Android apps, all to no avail, out of a few hundred photos I got no photos back. All most apps do is find photos on your device that are not deleted.
I contacted the online chat as you suggested but when they asked were they on Google Drive or Google Photos, I said Google Photos. Should I have told a small lie and said Google Drive? In either case as soon as I said Google Photos they could not help. and pointed me back to the Help Centre which points to your answer to contact them and they say they cant help again ... and just want to point me back to the Help Centre again.
They did confirm that the photos and gmail etc fall under the Gdrive space so I don''t understand why they can restore data from Gdrive but not Google photos? You would think they would be on the same partition?
Sadly I am still in a position of losing all the photos on my phone thanks to Google Photos.

Either, you can download photos one by one. Regrettably, there is no option to do so on a batch of photos.
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/
Select the Google Photos app for data download.

Strange to delete from Gallery and then wanting them back again.
But if you open a picture of your dad in the Google Photos gallery when having good wifi, you can hit the 3 dots right-up and then you can choose Download.
Thereafter that picture should be visible in your standard Gallery in the folder Restored.
You may repeat this action for a few other important old pictures.

Albums in Google Photos don't contain copy files taking space, but just links to the mainsteam. So you can't delete the mainstream, because then the albums will show nothing anymore.

Photos and videos uploaded in High quality from Pixel 3a-5 are free and unlimited.
Photos and videos uploaded in Original quality will count towards your Google Account storage.
So if you had chosen "High quality" in the Backupsettings, Google would not have counted your usage for Photos, but even then you already would have used more then your free base of 15 GB for Drive and Gmail only.
If you need that amount usage for your job, there already has been a need to pay for 100 GB.
So if you are not able to lower these amounts before April 24, you mail will get blocked indeed temporarily.
Your usage for Photos must have been caused by using the original quality setting for some time, but you have original quality compressed to high quality by pressing the Recover storage button on photos.google.com/settings
But before doing that, check if have unsupported videos in the same menu which also take storage, but can not be shown - so they should be deleted at first.
So you have a very critical situation and the best solution is to start paying for 100 GB via one.google.com/storage immediately. I don't know about the conditions.
Promotional storage always is for a restricted amount of time - I remember this from buying a Chromebook which also came which the same 100 GB, but for two years only.

Sorry to note someone deleted the pics in your collection through an unauthorised access.
When we delete something from the phone, the sync action in the app removes it from the cloud also & vice versa.
Nevertheless, any deleted picture is retained in the bin for sixty days,
If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.
However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps
and run a scan for anything to recover.

Did you have a normal Windows-10 computer?
If yes, you can connect the camera via its usb-cable to your computer and use the Photos-app in Windows to import the pictures to a folder and after some cleaning and editing, you can upload them to photos.google.com via the Edge- or Chromebrowser.

Then you have chosen in the very past to sync Google Photos with Google Drive and perhaps from Drive to PC. But Google did stop syncing in 2019, so the contents on Drive did not count as long as the originals stay present on Photos - but they are gone now, so Drive has taken over the counting.
If synced to PC and if you to keep the copies on PC, you have to switch-off the syncing in the Drive-section of the Backup & Sync app on your PC.
Thereafter you can delete the Google Photos folder on drive.google.com/drive/my-drive - also from trash.

Don't understand why your Gmail got deleted - maybe due to inactivity since years?
Or because your pictures were abusing service rules?

There was no good reason to create a new e-mail for a new phone because then you could have go further with everything. But you can add you old account in the Google Photos app right-up to see your former pictures - assuming they were stored at Google.

But open the picture in the Google Photos app and they try Google Lens at the bottom like shown at https://support.google.com/photos/thread/106600328?hl=en
With the red-circled button you can zoom-in to the part.
