Following is text from the official Google Photos Help page about deleting and restoring photos and videos: 

 

Restore photos & videos

If you deleted an item and want it back, check your trash to see if it’s there.

1. On your Android phone or tablet, open the Google Photos app .
2. At the bottom, tap Library  Trash .
3. Touch and hold the photo or video you want to restore.
4. At the bottom, tap Restore. The photo or video will be back:
   • In your phone’s gallery app
   • In your Google Photos library
   • In any albums it was in

If the item is not in your trash, it may be permanently deleted.

Important:

• If you delete a photo or video that’s backed up in Google Photos, it will stay in your trash for 60 days.
• If you delete an item from your Android device without it being backed up, it will stay in your trash for 60 days.
• If you see a photo or video in Google Photos that you think you deleted, it might be on a removable memory card. To delete it, use your device’s gallery app.

Empty your trash

If you see a request to "Delete permanently" when you try to move an item to trash, your trash is full. Your trash can hold 1.5GB.

 

Important: If you empty your trash, you permanently delete any items in your trash.

 

Don't see the photo or video?

If a deleted photo or video isn't in trash, you can’t restore it. You won't be able to restore a photo if:

• You moved it to trash more than 60 days ago.
• You moved it to trash, then emptied your trash.
• You permanently deleted it from your trash.
• You permanently deleted it from your device’s Gallery app, without backing it up first.

When you attempt to manually empty the trash bin in Google Photos, a warning message box appears that explains you are about to permanently delete those pictures and videos. If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.

If you deleted pictures or videos that were not previously backed up to your account through the Google Photos app, then unfortunately there's nothing that Google or any of the volunteers in this Help Community can do to recover them. 

 

Files that existed only on your phone, ones that were never uploaded to the cloud, cannot be recovered or restored by a cloud storage service. Simply put, Google can't help you recover files it never had in the first place.

1. Check your online account - photos.google.com

There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself. 
• you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
• If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

It is not connected at all: all photo-apps simply show what you have on phone. 

But in the Google Photos app it is important what settings are being used for being connected to Google or not at all. 

Check on photos.google.com in the Chrome-app what you may have put there without any knowledge - that's no disaster because all is private, but you should decide about using google for having a safety backup in case phone falls in the Niagara. See backup

If the photos are not related to your family & friends & consist only as a part of frequently forwarded messages, it's not worth even backing up to Google Drive. Leave aside uploading to Google Photos.

I don't think that any photos are stored in Google Drive - just some basic app-settings. 

In the Photos-app the Whatsappfolders under Pictures on device should be switched-on and if there is no switch, backup is off. And then you don't see the pictures between your own photos. 

So switch-on backup and then you also can switch-on these two folders (images and videos). 

Best

PS: be aware that stuff from WA is low quality and undated and that always will cause problems in future. For quality sharing (with comments) Google Photos should be used with original camera-pictures and videos.
