Probably done already, but it you also have space enough on your phone (not only at Google), you can try to reset the app: 
  1. Choose use without account under the small profile circle. 
  2. Close all apps and restart the phone. 
  3. When having good wifi for an hour at least, start the app and log-in, but do not switch-on backup. 
  4. Give the app the time to rebuild its database. 
  5. If ready, switch-on the backup via settings for the correct account and quality.

If you mean the archive in Google Photos - they are backupped also (of course - else it would be no archive), but you can delete some via the Library-page of the app. But then the original picture (if still present on phone) will get deleted also and for some reason unknown many don't want that to happen. 

So that archive also will be there when you log-in with the same account on a new phone (best to use that account in the general settings of the phone also to prevent all kinds of confusion.

We are getting quite a few of these and haven't come up with a good answer.
 
Could you try installing Gallery Go by Google Photos.
 
You can select a group of photos and use the Share option to Upload to Photos, start with a batch of 10 to see how it goes and build up from there to see if you can backup your 60 then go back to Google Photos to see if things have changed.

Backup and Sync have the plug in a camera or phone to back up files same as to upload automatically to Picasa. If enabled, Backup and Sync will have some action when you connect your camera to PC.
I'm not sure in details whether an error message came from Backup and Sync or your PC system after read your information.

If you still use Picasa for decent processing of your new pictures and you also have many (old) albums on https://photos.google.com you should not use Backup & Sync at all to prevent tons of duplicates and many unprocessed uploads.

To entirely delete the photos stored on the cloud, please follow these steps on your Android phone.
  • First, turn off backup & sync.
  • Next, uninstall or disable the Google Photos app on your phone.
  • Next, open the link https://photos.google.com through any browser on your phone. Log into your Google account if the browser asks you to do so.
  • After that, go on deleting the pics one by one. You can speed up this step if you do so through a desktop PC. There, you can select multiple pics through the combination of the Shift + Mouse key.
  • Once you have deleted all the pics, empty the trash bin also.
However, if the collection is sizable, you may not see the intermediate stop of storing the pics in the Trash.
Once done, please block the webpage https://photos.google.com within all browsers available on your phone & desktop PC so that you do not visit that site again accidentally.

What Samsung called "albums" were no albums, but device folders ("stories" are albums) and Google Photos only uses their content if selected under Pictures on device on the Library-page. 
 
So you should have created albums in Google Photos instead - these would have survived your old phone - but nobody knows and Google does not tell that in "getting started" either. 
 
But you still can do that now :-)
 
PS: if your old phone is still alife and not resetted, it is more easy to create these webalbums. Then open a devicefolder under Pictures on device and select all photos and then hit the +, choose album and give that the same name as the folder. Just try.

Normally when you delete a photo in your gallery (not in Google Photos), the photo will disappear from Google-gallery shortly, but then is replaced by its copy at Google. But if there are no copies at Google, the photo will disappear completely without leaving a black hole - unless very shortly. 
So in your situation it seems that there were no copies at Google either or it takes more times to refill the empty places. Please check on photos.google.com in the Chrome-app what you really have at Google.

A complete reset of the Google Photos app may be required.
  1. Check the app trash to make sure there are no photos and videos mistakenly deleted
    • Empty the trash
  2. tap the account icon at the top right
  3. tap your email address and select Use without an account 
  4. Power down/up or restart the device
  5. sign in again making sure you are using the correct email
  6. check that the Backup & sync settings are correct and using the correct email
  7. wait until getting photos finishes, could take a while
    • Please wait until it completes leaving the app open and plugged in if necessary.
