I am trying to transfer my entire photo/video collection from my computer to google photos using google's Backup and Sync app. I have 14,777 photos and 190 videos on my computer, but my Google Dashboard (https://myaccount.google.com/dashboard) shows that I have 61,393 photos uploaded. I'm not sure why it shows such a higher number of photos (that's a separate question of mine, and I think it has to do with the albums that google photos creates automatically), but because it's a completely different number, I can't use the dashboard to double check that all my photos have been safely uploaded. How can I check that everything has been uploaded correctly?

We think that the dashboard counts the photos you can see in https://get.google.com/albumarchive. There may be photos that are not shown in Google Photos, and there may be duplicates (in albums you made and albums created by Google under "Auto Backup"), but In your case the difference is huge.
When you used "Backup & Sync" there should be folders in Drive which correspond to folders on your computer. A user discovered that you can search in Google Photos with the titles of these folders, and get an album with the photos of that folder. That allows to check the completeness of that folder. You may get an idea of completeness by trying with a sample of your folders.

Thanks for your answer! I decided to resync everything, so I moved all my photos at https://photos.google.com/ to Trash. I now see the "Ready to add some photos?" message there. The strange thing is that google dashboard shows that I have 44,880 photos and 2,891 albums.
Any idea why the dashboard shows such a high number (instead of zero as expected), and where those photos might be / how I can clear them out of my account?

Do you see photos in in https://get.google.com/albumarchive ? That is what the Dashboard probably counts. In case there is still a big difference I cannot explain what happens other than a bug or delay at Google.
I am not sure that re-syncing everything was a good idea: you may get twice the same issue. Did you check the completeness of the folders like I suggested in my former post ? You can still do that after a new "Backup & Sync\

The people and pets function is not available in all countries. If it is available in yours, you will see a setting:
- Settings on computer: go to photos.google.com and click the gear icon at top right
- Settings on phone: open the Google Photos app, click the circle with your face or initial in upper right, then choose the gear icon Google Photos Settings
- Find "Group similar faces" and make sure it is ON.
- If you don't have that setting, it means it's not available in your country

If you deleted your photos from the trash this is a permanent option and cannot be undone In Google photos. Only hope is maybe you shared them on another app or storage so you can get a copy from there.

You can have future photos and videos stored on the SD card by selecting the setting from your Camera app.
For existing photos, you need to select them, then tap the 3-dot menu and "Move to folder" then find a folder on your SD card.
Assuming these are photos currently on device, here are the steps
- Tap the library tab at bottom right
- Under "Photos on Device" open the "camera" folder
- Select photos (long-press on first and drag through others) depending on how many you have, you may want to do this in chunks
- tap the 3-dot menu at top right and choose "Move to folder"
- find the folder on your SD card where you want them and select it.
