When I go to the Google photos app on my Samsung phone I can see all of my gallery photos but when I access photos.google.com on my Mac laptop I can't see any photos after September 2021. I upgraded my Samsung phone in September of 2021, do I need to change the device Google is linked to?

It seems that photos/videos are not being backed up from your new phone, or are not backed up to the account you are viewing on your laptop. To verify:
- Open the Google Photos app on your new phone
- Tap your profile photo (or initial)
- Tap "Settings for Photos"
- Tap "Backup and sync".
You should see to which account this device is backing up. - When you tap on that account you may see other accounts.
Tap on the one where you want your photos uploaded (the one you use on your laptop?) - If it is not there:
- go back to the homepage of Google Photos
- Tap your profile photo (or initial)
- Tap on the actual account
- Add an account. You should now see it in step 5

Many times, however, I think to myself, "I really want to download that picture!" or "I would love to buy a print of that picture! However, I cannot find all of the photos that are displayed on the screen in any particular location within Google Photos.
In other words, my user experience is I see a great picture of mine on the device and think, "OOH I need to grab that shot and print it!" So I log into Google Photos, but I can't figure out where they all are!
I think being able to do this is a good business move because I'd spend money to get them, and also it promotes the AI-generated photos and filter capabilities of Google Photos.

The following possibilities would arise once you cancel the subscription.
Scenario 1. you have brought down the space occupied on Google Drive to less than 15 GB before cancelling the subscription.
- You continue to have uninterrupted access to Gmail, Google Drive & Google Photos.
Scenario 2. You cancelled the subscription but occupied more than 15 GB of space on Google Drive.
- You stop getting emails.
- You can't upload any new documents & photos to Google Drive & Google Photos.
- However, you can delete the content from Gmail, Google Drive & Google Photos.
Nevertheless, if you do not access your account for two years, Google will purge the entire content & remove your ID.
