Keep in mind that "High quality" or "Storage saver" quality images saved in your account prior to June 1, 2021 did not could against your Google storage quota when you copy them someplace else, they will count against your quota.  This MAY impact (if you are otherwise indifferent) which account you ~want to keep~.

There are several approaches here:
 
Method C is probably the easiest, but it does not move albums.  You could combine Method C (probably first) and then Method B if albums are important to you.  There is a possibility that Method C won't work (depending on the configuration settings at you specific school).
 
Work slowly, and deliberately.  Don't delete anything until you have done some reasonableness tests, and be careful that videos have completely transferred.  Wait for several days after you are sure that everything has transferred (just call me superstitious). Actually, you don't really need to delete anything in the old account, you can let it just fade away if you want.
 
Other opinions and ideas are welcome!
 
It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

I think that you used "Free up space" in the Google Photos app on your phone. That deletes all photos from the phone when they have been backed up to Google photos.

Sorry, we are users trying to help other users, and I feel helpless with this kind of complaints: we have no idea why the photos disappeared and have no means to recover them. I recommend that you look for your photos and videoshere, signing in with all your Google accounts if you have more than one:
"I was told by phone assistance that Google has a tool that can recover lost photos and contact support via chat."
Not sure which phone assistance you contacted. There is no live help for Google Photos. You can contact the Drive support team on https://support.google.com/drive/gethelp. We know that they can recover photos that were deleted recently during a couple of weeks (at least they could till July), but refuse to do it for Google Photos. Many reported that they did recover when they told them that the photos were deleted from Drive. See for example this link.

Google Photos and ~iCloud Photo Library~ use different approaches to data management and should not be used to backup images simultaneously - doing so can possibly result in lost images..
 
NEVER use the Trash can to delete images unless you want them deleted everywhere and forever.
 
I will add:
Even though the "Free up space" function is the normal way of saving space on your device, this is precisely one of the difference between ~iCloud Photo Library~ and Google Photos.  Using "Free up space" in Google Photos can result in the loss of images in iCloud. Using the trash can in Google Photos can (probably WILL) result in the loss of images in iCloud.  Using the more obscure "Delete from device" can (probably WILL) result in the loss of images in iCloud.
 
Bottom line:  Pick one of these tools (~iCloud Photo Library~ or Google Photos or something else).  Be very careful if you have been using both of them and then ~clean-up~ or delete images in one of them.
 
Remember, it is easy to back up images on an iOS device to a computer (or USB drive attached to a computer)  using your Lightning Cable.

It is important to keep your recovery information up-to-date.   You MIGHT have better luck recovering your account if you log in with a computer and IP address that you have used previously.
 
Most of the account recovery process relies on your account recovery information (such as recovery phone, recovery email and security questions).

I'm sorry, but the photos and videos can't be restored if the trash is emptied.

Don't see the photo or video?
If something isn't in your trash, it can't be restored. You won't be able to restore a photo if:
  • You moved it to trash more than 60 days ago
  • You moved it to trash, then emptied your trash
  • You permanently deleted it from your trash

But there is maybe a small chance that you can recover the photos, you can try to use a recover deleted photos app.

The following possibilities would arise once you cancel the subscription.
 
Scenario 1. you have brought down the space occupied on Google Drive to less than 15 GB before cancelling the subscription. 
  • You continue to have uninterrupted access to Gmail, Google Drive & Google Photos.
Scenario 2. You cancelled the subscription but occupied more than 15 GB of space on Google Drive.
  • You stop getting emails.
  • You can't upload any new documents & photos to Google Drive & Google Photos.
  • However, you can delete the content from Gmail, Google Drive & Google Photos.
Nevertheless, if you do not access your account for two years, Google will purge the entire content & remove your ID.
