To flip the words, you need to mirror the entire image.
Next, the Google Photos app doesn't have this feature right now. However, you can do so through another app Snapseed.
To do so, please follow these steps.
  • Tap to open the photo
  • Tap Edit
  • Slide the menu bar with the leading tab "Suggestions" towards the left to reveal the option "More". Tap on that
  • Slide the menu bar with the leading tab "Markup" to reveal the option Snapseed. However, that will be available only when you have Snapseed installed on your phone.
  • Once in Snapseed, tap on the Tools option in the bottom row,
  • On the next screen, tap on "rotate".
  • You will see a filled and another hollow triangle juxtaposed in the bottom bar. Tap on that.

I suggest you clear the cached & stored data of the Google Photos app & then reinstall the app.
You can do that through these steps.
  • On your Android phone, open the Settings.
  • Tap Apps and notifications.
  • Tap Show all apps.
  • Tap Google Photos.
  • Tap Storage and cache.
  • Tap Clear storage.
  • Next, uninstall the Google Photos app. 
  • Power off the phone & then restart.
  • Install the latest version of the Google Photos app through the Play Store.
Log into your profile & see whether that helps overcome the current problem.
