It will be downloaded of the quality which is was saved..

If you are saving "High Quality" images, you won't be able to get original quality back from Google Photos.

"High quality" is fine for me (and probably the majority of people). Professional / commercial photographers and very serious amateur photographers will probably prefer original quality.  For people who take all of their photos on a mobile phone "High quality" is probably usually fine.

 

You could always save important images in ~Original~ quality using a USB cable to a computer before you delete them from your phone (even if you use "High quality" in Google Photos).

 

Note:  Don't use iCloud Photo Library and Google Photos simultaneously (unless you do more research and really understand the ramifications).

 

When using Google Photos, you DO NOT DELETE images from your phone, you use the "Free up space" function, or they will be deleted ~everywhere~ (including Google Photos).
