That's not possible if you want to make a secundary album for these forgotten items. 
On https://photos.google.com you can open the infopanel to see if that picture is assigned to any album and if not, it can be assigned to a new album which already should be created with one single image.

Maybe you have a wrong idea about albums. 
The contents of albums just refers to your library (mainstream), so you can delete an album without loosing your originals. But if you delete your originals, your albums got empty. 
Maybe you want to hide your originals by archiving them, but that function only is meant to be used for pictures which are disturbing your mainstream like technical screenshots etc.

I assume that you are talking about the Autobackup section in https://get.google.com/albumarchive (always pretty to be more clear for us). 
But that is the contents showed in your library on https://photos.google.com so it is not automatically clear why your missings are not there at these dates???

So I only can imagine they got there due to very old hangouts from before 2017 because it was no separate app in these days. 

If so you can download such dayalbums and after unzipping you can upload the picture(s) straight into https://photos.google.com Of course this is much more comfortable on your laptop.

I had a similar issue where after the update, my pics were missing.  Any time I tried to take a picture, I couldn't view it afterwards.  Here is how I solved it:
Locate Media Storage App
Force Quit
Clear Cache
Clear Data
Disable
Enable
These are the steps I did in that order, and within a few moments, the pictures suddenly reappeared, and I was able to take a picture, view it right after.  Hope this solves your issue!

Could you please confirm if you're trying to backup your photos from your device to Google Photos? 

If yes, here are the steps that would help you to do so:
  • Open the Google Photos app .
  • Sign in to your Google Account.
  • At the top, tap Menu.
  • Select Settings.
  • Click on Back up & sync.
  • Tap Back up & sync on or off.
