Hello Sahil Ahamad,

Welcome to Google Photos Community.

 

Photos under the locked folder are stored offline and on device. And only visible from the same device from which you have setup the locked folder. 

 

If you cleared the data or uninstall the Google photos then photos inside locked folder are automatically deleted and once deleted they are permanently deleted it cannot be recovered.

Simply open photos.google.com in the webbrowser on your computer and sign-in with your Gmail-account. Then you can download a photo or video when selected in the upper left corner and then choose download under the 3 dots right-up. 

Do it one-by-one to prevent the complexities of zipping and unzipping when selecting more then one. 

That goes fast enough - unless you need hundreds. 

But for me "some" is a few.

So how does one give another user privileges to edit the Exif data on a bunch on photos in a shared album?

You can't. 

Then the other person (probably your old father or mother) needs to download these pictures to his or her computer and will need appropriate photosoftware to change the date to a more correct value and to add the approximate location and perhaps some caption can be added also. 

Then these corrected pictures can be added to your album if they have a normal Gmail-account and thereafter you can delete your original scans. 

A lot of time consuming work, but feasible if it are less then 100 scans. 

Good luck
