Some general info about how to recover storage:
 
You can find info about storage used and files using most storage in the following places. It's recommended to look at all of them.  
Storage used by Google Photos can be recovered:
  • By deleting photos/videos, but note that
    • Deleting from Google Photos may also delete the device copy. 
      See Delete from Google Photos but not from mobile device
    • Photos/videos uploaded with setting "High Quality" before June 1, 2021 does not recover any storage since they did not use any.  There are complaints that it may take very long before the storage is recovered, if ever, which may at least partially be due to deleting items which do not use storage. 
       
  • The folder "Google Photos" in Google Drive starts using storage when the corresponding photos in Google Photos are deleted. Thus when you delete from Photos you may also have to delete the Google Photos folder in https://drive.google.com/drive/my-drive if you have one.
     
  • By using "Recover storage" on https://photos.google.com/settings. That will convert ALL (it's all or nothing) photos/videos to "Storage saver" quality, using less storage. Save the ones you want to keep in original size somewhere else before you use this option.
    Recover Storage is no longer available as an option when you are a Google One Subscriber, but if you switch from Original Quality to Storage saver, you will be prompted to recover storage.
     
  • By deleting unsupported videos on https://photos.google.com/unsupportedvideos (or via "Settings")
     
  • You can also check on https://get.google.com/albumarchive. There may be photos that are not shown in Google Photos, for example from Hangouts, which may use storage.

When I take motion pictures using the Moto G6s default camera app I can see the motion in google photos (on phone and web) but when I add the pictures to a shared album (which I created) the motion isn't present. I can still see it the original picture, but it doesn't show in the album. I have Settings, "Remove video from motion photos" turned off (the default setting), so I would expect the motion to show in the album. The only information I can find explains how to turn off the motion, but I want to keep the motion on.

Please confirm if you're having the same issue on a Google Photos web (photos.google.com). 

Meanwhile, also try giving the below steps a try once again in a sequence to help resolve the issue:
  • Check your internet connection (mobile data).
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.

Yes, the problem is on the web still. I've just checked again.

Is it necessary to do the following steps as the photo has been already added to the album? Also, what do you mean by "Check your internet connection (mobile data).". It was on Wifi when I added the photo and still is on WiFi. Google photos was updated 2 wk ago according the list of installed apps in the Google Play store. It is on version 3.20.196756206 (from Settings, App & notifications, App info, Photos, bottom on the screen).
  • Meanwhile, also try giving the below steps a try once again in a sequence to help resolve the issue:
    • Check your internet connection (mobile data).
    • Close the Google Photos app and re-launch it.
    • Sign out and sign back in to Google Photos with the same Google Account.
    • Clear App data:

And those were ghe only copy left. The name of the album was "My Soul" or "my love". And it was deleted last year in 2021.

However, regretfully, the video player in Google Photos doesn't offer any feature to adjust the speed of the video.
You will have to look for some proprietary video player like VLC.
