However, your issue is the attachment size permitted in an email.

Gmail allows 25 MB.

However, you can save the attachments on Google Drive.

It sounds as though some of these photos may have not been backed up to Google photos before you deleted photos from your gallery. What is showing up through the web @ photos.google.com is what is definitely backed up. 

You can try using a third party photo recovery app at this point to try to recover some of what was lost from your phone - just type photo recovery into the play store and see what options are available.

To bring the pics to your new phone's gallery either, you can download photos one by one.

Regrettably, there is no option to download the photos in bulk.

 

Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/.

Select the Google Photos app for data download.

Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery. However, you have to ensure your phone has free space more than the size of the downloaded zip file.

 

That will bring everything to your phone.
