- These photos are stored on her device.
When the above does not help, please let us know where exactly she sees these photos.

I work as a volunteer with a local trail club that is responsible for maintaining about 60 miles of trail. I am the leader of t he sawyer crew that is responsible for removing down and hazard trees using chainsaws and mechanical rigging equipment. These tools are NOT light so finding the shortest route to the obstruction is important.
To do this I have been relying on section monitors and others to send me geo-located photos of trees needing removal. I have noticed that a significant number of these photos show locations that are NOT on the trail or several miles away.
I recently upgraded my phone from a Galax4 S4 to a Galaxy S8 and now I am seeing similar issues with photos from my new S8. This NEVER occurred on my S4!
The most recent example are two trees about 100 feet apart. The first photo is correctly located. the second photo is randomly off by about a mile or so. The phone obviously had a GPS location for the first photo but somehow moved a mile while walking 100 feet to the second tree. I have these photos available if anyone wants them as a data set but I don't think you would learn much.
My location is set to "high accuracy". I tried to do some troubleshooting by selecting "phone only" (GPS) but the Samsung camera app wouldn't provide location info unless the location was set to "high accuracy".
Does anyone have any insight on what is causing this issue and how to fix it?

unfortunately Google do not provide user facing support unless you are a Google One subscriber who has access to a central support function. The only observation I make is that if the S4 was 100% and the S8 is not, perhaps there is something related to the device rather than the Photos app.
Unless any of the other Community members have specialist knowledge and chimes in within the next few hours I'm afraid there is not much chance of any of your questions being answered.

This has been an ongoing issue for a while and based on a multitude of other postings I am not the only one experiencing it. I would think that Google would want to know about it and fix it since they can't serve ads for the Starbucks that it thinks you are standing in front of if you are really a mile away!
I suspect that this defect has to do with their "high accuracy" location algorithm which brings in cell tower and any wi-fi locations. This component was missing on my S4 but cannot be turned off on my S8.
I guess that I can try Airplane Mode to get around the Samsung Camera app bug.

I try to upload around 20 photos to a new Shared album - error is "Error loading selected items".
I create a new album, try to share it - error is "Couldn't share". Additionally, it would only upload about 1/3 of the photos I select for uploading. It says 27 pictures uploaded(should be 29), but I only see 16 in the album.

I do understand the inconvenience as you're unable to upload and share the album of Google Photos from your device. Therefore, please follow the below steps to see if that helps:
- Make sure your device is up-to-date.
- Make sure the App is up-to-date.
- Try restarting the App through the following steps:
- Go to your App Settings.
- Click stop on the afflicted App with the Force Stop button.
- Wait a few seconds to make sure the App has stopped processing, and then attempt to re-start it.
- Close the background running apps through the following steps:
- Go to your App Settings.
- Display the Active Apps on your device.
- Select the App you wish to close and Force Stop it.
- Repeat this step with all active Apps.
- Try clearing your App cache through the following steps:
- Tap the system Settings tab on the main screen of your device.
- Tap the General section of settings that is on the far right.
- Tap Storage in the General tab.
- Clear the cache data once storage calculates the data.
- Back out of the storage section.
- Tap Applications and find the application in question.
- Tap the application and clear the cache (if available).
- Clear the data for the application if there is no cache to clear.
- Exit the settings screen and restart the device.

A photo can be in multiple albums. That's not a duplication.
When we add something to an album, the app creates a tag only & the photo continues to be there in the primary collection.

For Android
Here's how to do it:
1) you must have some kind of document app on your mobile device, I have this "WPS Office". Then select "share" for the photos, and you can select a similar app and convert it to a PDF file.
2) Also, in the device in the Gallery itself, there can be a menu of three dots at the top right, and in this menu there can be a function for sending a PDF, through the app. I see a choice in myself: PDF, Doc, Presentations / Slides

Then on top you maybe able to choose Save as PDF under the small triangle and then press the Printer-icon. And then press save.
Then the pdf-file can be found in the Drive-app and can be used for mailing via sharing.

The Google Photos app acts as a portal to view the Device copy AND the Google Photos 'backed up' copy. It does not store any photos.
Photos actually IN Google Photos can only be seen at the Google Photos Backup location - Tap here
