I have a windows PC.

I have a folder structure in which I store pictures (not ...\\Pictures under my windows user). I want pictures added in this folder structure uploaded to Google Photos in "high quality". I do not want them to upload to Google Drive or use Google Drive space.

I have some other folders that I want to sync with Google Drive. I don't want pictures in these folders to upload to Google Photos, but OK for them to sync in Google Drive.

How do I set this up? Is it possible?
It seems like the setting to upload photos or files is set across all selected directories. Is this correct?

Does Backup and Sync simply look across the entire laptop for new photos to upload, or does it look only in the selected folders

Or does Backup and Sync sync all the selected folders and add the new photos in them to Google Photos?

What you want only can be realised with pure manual work - Google has no apps available for such a specific approach. 
If you open https://photos.google.com and you log-in with your Gmail-account, you must use the Upload-button to be able to select any folder with pictures and then you can select the pictures you want to have uploaded. And thereafter click Open and there they go. 
And when ready, you will be asked to create an album or add to an existing album. It is your own choice if you wnat to use that album for sharing immediately. 
See this link for other upload methods under 2, 3 and 4
The uploads can stay free of charge if you choose the High Quality option in https://photos.google.com/settings and leave that setting forever. 

The same approach for https://drive.google.com/drive/my-drive, but then you can choose to upload a complete folder (eg with document files) with NEW. Every upload will count for storage, but you also can create new documents on Drive which takes no storage at all (simple Word-editor but good enough). 

Your account is free until you have used more then 15 GB - also for Gmail itself.

Forgot to say: not clear if you already have installed the Backup & Sync app - but that app is not suitable because it does not create "folders" (= albums) on Google Photos, but only adds all pictures in an endless stream. And you can't prevent that your folders are synced to Drive without uploading to Photos. 
And you also can't sync specific folders to Drive - you only can sync specific folders on Drive to computer. 

So if installed you better can uninstall to prevent any accidental use and extreme internet traffic.

And even more: uploading does mean that later edits on computer have no effect on the web. So you really need to have a fine photomanager on your computer for preparing neat uploads which are ready forever to prevent all later troubles with changes. 

I still use wonderfull Picasa for that complex task daily, but because stupid management has broken its connections to web, you need to follow the workarounds given at point 5 of the Upload-instructions.

Strange that experts can be so different :-)
But still: 
  1. Backup & Sync does not create albums on Google Photos - just an endless dated stream - maybe including chaos because of many not correctly dated pictures (scanned old stuff merely). And that stream is not synced, so changes on computer are not followed (on Drive only). 

  2. If you have no folders on Drive yet, they first should be created before they can get synced and then they will sync into the Google Drive section on disc and not into your normal user folders. 
Your choice, but best to follow me of course :-)

Thankyou Peteran and Rinus for your answers. Let me respond with my thinking to see if I have got it right.

1. Photos. If I include the folders with the photos that I want to be uploaded when new photos are added into the folders that are backed up against My Computer, then those photos will be added to Google Photos. This is using the settings specified in Peteran's response. 

Together with the settings of
- Backing up photos and videos
- high quality
- uploading new photos to Google photos

This will get the photos into Google Photos as a stream of photos, that will not be organised into albums or folders in Google Photos. (Which I am OK with, I will do that with Google Drive or look at Picasa again.)
It will not use up Google Drive space 

2. For files that I want to synchronise. They are in the directories in Google Drive
They will take up space against Google Drive.
Photos in these folders will not be put into Google Drive

If my understanding above is correct then this will achieve what I want

Good (early) morning from here.

Because you do mention Picasa now, you have an additional problem: edits in Picasa are not saved automatically and that means that any pictures uploaded to the web are the originals and not the edited versions. That's no problem in my manual approach, because then you can export a folder for uploading and after uploading the exportfolder can be deleted. And then you also will have a neat album on Photos. 
But with Backup & Sync you can't do that, so before start you need to save all folders in Picasa itself one-by-one and then you are creating an enormous amount of hidden files which has to be deleted to prevent a lot errors and problems before start. 
But if hardly have edited unless "red eyes" (that correction is automatically saved), you don't have this problem apart from the need to delete the hidden .picasaoriginals folder which may reside in almost every folder. 
Furtheron: if Picasa is containing folders with incorrectly dated scanned old prints & slides, these files have to be redated serially with Irfanview to prevent that they get randomly lost in the stream on Google Photos. In my manual approach that also would happen, but because they are together in an album the contents of that album can be redated on Photos itself in order to compensate for that chaos. 

Furtheron: you are not clear about why you want certain folders on Drive synced separately. 
Because if these folder are within your current picturedirectory, their contents also will get uploaded to Photos and you don't want that. And as explained: the syncing works in the Drive-section of Backup & Sync works downwards to the Drive-section on your C-drive and not to any normal documentfolders you may have. So you may need to reorganise the folderstructure to prevent any conflicts with the pictorial side of your collection. 

So don't start B&S before everything is arranged - else you will loose all hairs :-(

Different users have different needs, wishes, preferences, habits ... There are two ways to upload from a computer: "Backup & Sync" and manually. I prefer the manual method because 
  • I want ALL photos in albums, which has to be done manually anyway. I always upload directly to a new or existing album and never have to look at the stream in the library. 
  • I do not want to upload every single photo, but select the "keepers" and do some basic editing and/or editing Photos cannot do (like perspective correction)
  • Using Picasa for local management is no problem when you proceed like described here.
All the above can also be achieved by using Backup & Sync: you can "Export" from Picasa to folders monitored by Backup & Sync. You get a mirror of these folders in Drive for free, which may be handy to share multiple folders with a single link. But I can still improve photos in Google Photos after editing in Picasa and even Photoshop Elements (the latter is more time consuming anyway). I often use it to get more details in Shadows and Highlights, or add a little "Pop". But these changes are not synced to Drive, thus I still prefer to share from Photos.

Picasa is only an alternative when you are at home, but even at home I almost always view them in Google Photos, both on tablet and computer. I would miss the albums in Photos. Till recently you could search in Photos with the title of a folder in Drive, but I am afraid that this option does no longer work: I added a new folder in Drive and it does not appear in Photos. An older folder still does appear but seems no longer updated. Can Rinus and/or Peter confirm? 

We can only try to objectively explain how things do work, it is up to you to select what works best for you. Good luck.

Thanks for supporting the decent manual approach against the allmighty automatics often causing ugly and unsolvable problems. And of course we need albums on Photos: I enjoy our old years via Chromecast on TV as a slow screensaver via Ambient viewing (managed via the Home-app). Or just on my tablet on the bench, also because I only have recent pictures in Picasa nowadays only. 
But there is no syncing between Drive & Photos anymore indeed, so you can forget about the old tric to reconstruct albums via typing the foldername in the searchbox on Photos.

I want to rethink this topic a bit.

Moving folders from my computer to Google photos is fine, but with picasa there was the option to synchronize new photos from an existing album.

Now with the procedure that has been proposed I would upload an album called: "My dear dog" with 5 photos. But I constantly take pictures of my dog. I put them in my personal computer folder but Google photos don't know that there are new photos.

The play icon   is a toggle.
 
Once you tap, it will start the motion forever unless you pause that.
Even when you exit the photo, the app will remember your choice & start the motion next time.
However, you have to tap that at least once.

Thanks for the info...  I do already know that, but my query was different. With the play button of top right corner of photos will play the video with infinite loop but I want to preview the video and then the still image. A motion will come still when the surfing the photos. Actually Google photos was capable to do this in previous version (the number i dont gave remembered) but with updates the feature now has gone. Please fix and give the feature back.

You don't need to use the Google Photos app at all, but if you have no other picture-viewer ("Gallery") pre-installed, you can use the app for that function only by not logging-in. 
Then you can see the device-folders in the main menu or on the albumpage and you can do what you want, but you can't prevent that the camera-pictures land in the camerafolder (DCIM) - that is basic Android. 

Instead you also can install the simple Google GO viewer and some filemanager app (if not pre-installed). 
And you should look around in the Playstore to an app that can sync with Google Drive, but you should be aware that everything stored in Drive will use storage within your 15 GB free minus your usage for Gmail. 

You should be aware that you are making your life uncomfortable without any need. Even if the app is connected to the web, all is private unless the few pictures shared intentionally. 

An Android is no desktopcomputer, but a tool for simple actions at hand.

It is not a matter of working fine because tomorrow you will have a s21 and then they all are gone. 
Google is not creating albums in Samsung gallery - you should create albums in the Google gallery. 
I have to go out for many hours now. 
No Google here - just private volonteers. 
 
PS: in the Samsung Gallery the word "albums" stand for folders and the word "stories" stand for albums. 
But an album in the Samsung Gallery usually will get filled with fresh photos and thereby that album is not shown as a device folder in Google Photos because it contains photos which already were backupped to Google and Google refuses duplicates. Something like that.

Also my main photo area has photos in it that were either archived or put into a different folder. For example I put some photos into a shared folder with my wife and then moved those photos into the archive. Now some have appeared back in the main folder. Another example is in the shared folder with my wife there are photos I never put into there.
