Hello Casey, are you absolutely sure you have signed in with the correct Gmail account, Peter
 
I will paste the list of places to look:>
 
1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than one Google account, check all of them. 
 
2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
 
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos
 
3. Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • check get.google.com/albumarchive to see if there are any hidden albums containing posts to other Google apps
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself.
  • If the files were deleted in Google Drive you can contact the Google Drive support team to see if the deleted files may be recovered. Use the Google Drive Contact List, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

It didn't get recognized by the existing face group.  Since the photo was there twice I deleted 1 of them but I noticed both went into the trash.  I restored 1 and both were restored again so I decided to permanently delete the photo and reupload the original.  After I did that the photo still was not recognized by the face group, so I figured I'd just give it time.  I wake up in the morning and the face group of that person is completely gone now.  All the pictures are still there but no more automatic grouping for that person.  BUMMER!

I do understand the inconvenience as the face grouping feature of Google Photos is not working in your device. Therefore, please follow the below steps to see if that helps:
  • On your Android phone or tablet, open the Google Photos app.
  • Sign in to your Google Account. 
  • Tap Menu.
  • Select Settings.
  • Select Group similar faces
  • Turn off Face grouping and turn it back on and wait for a couple of days and share your results.

I have an issue with photos not moving into the correct folder on google photos. These are for images stored locally on my phone. For example, I have separate folders for different types of images, and I normally move the photo files into those folders *using a different app) so that I can easily find them and I don't have to scroll through the whole photos list.
However, in google photos, the images show in the main photos section and when I got to my library and open the folder it should be in, its not there. Its not an issue with the folder location because all my other images in that folder are there like they should be, its only recently that they aren't transferring over. If I open the image and swipe it up, the location of the image shows it is in the correct folder in my phone, but google photos does not move it into the correct folder within the app.
I used to have lag where whenever I did this, I would need to open google photos and wait for a few seconds - a minute and the photo would move out of the photos section and into the correct folder. Now it has been a few days and the image hasn't moved.
Is there anyway I can force google photos to re-scan my folders on my phone? Its not a convenient option, and even when I take images with my camera, there is sometimes a delay between taking it and having them appear at all in the google photos app. I have tried force stopping the app but that did not fix it.
Any help would be greatly appreciated!

Thank you for the suggestion, I have tried moving different files into another location but the problem still persists with them showing in google photos as in the original location.
The only thing that fixes it is to go into the app settings and wipe the data and cache, but then it takes a long time to reload all the photos into the app and it isn't feasible to have to do this everyday just to keep my files up to date.
If there are any other suggestions, they will be greatly appreciated :)

The delete options on Android are as follows
  1. Free up space checks that a photo is backed up then deletes it from the local storage
  2. Delete in the Google Photos app using the trash
    • Deletes both the device copy and the backed up web copy
    • If internet access is available the photo is put in the web trash and is permanently deleted after 60 days
    • If Internet access is not available the photo is put in the app trash and is permanently deleted after 30 days or when the app data is deleted
  3. Delete in the app using the 3 dot option to Delete from the device, either singly or by selecting a batch
    • The photos remain backed up and can be seen both in the app and on the web
  4. Delete using a Gallery app (Gallery Go etc)
    • The photos remain backed up and can be seen both in the app and on the web
