It is possible that there is a corrupted file which is causing a problem, I would suggest you move number 17 to another folder then try 18 to 100 to try and narrow it down to one or more photos.  Are they all the same type of photo, and how are you uploading them.
 
If you could take a screenshot of the error report and use the paperclip option to attach to your reply it would help.

When you set up your Locked Folder, the Google Photo app alerts you to the consequences of moving photos to the locked folder, as well as deletion risks and app behavior. 

If you uninstall the Photos app or clear your Photos app data, you'll lose all items in your Locked Folder. To save these items, remove them from Locked Folder before you make changes.

Please use the feedback menu option in Photos for feature requests so the team can track interest.

Go to Photos > profile menu > Help & feedback

If a folder is showing in your backup that you want to turn off, go to Photos > Library > select and open the folder > toggle OFF the backup option (dot will turn from blue (on) to grey (off) and move from right to left.)

Please note this turns off backup for that folder, so if you decide later you want to back up an item in that folder you will need to manually beck up that item.
