Vedant, deleted Photos are stored in Trash for up to 60 days, if you delete Photos again from trash, that's two times deletion.
 
Unfortunately, once Photos are deleted from trash there is no way to retrieve them back :(

Google photos prevent exact duplicates it might be different in some way like time frame shot etc if you can just compare the about info about this. 
 
If You need to delete it manually there is no feature that can delete all the duplicates, you can try a desktop website which will be easier to narrow down the photos tiles, and select all the duplicates and delete.
 
 
When you edit theres a change in both photos and you save as copy for you its almost same but for google photos its not dublicate so you need to delete one of them maually.

I installed google photos just to test it out, but now my photos have filled up all the data space of my google account. I have been receiving notifications that I will not be able to receive emails from this account, so I would like to quit google photos and remove all the photos from my google account. 
I understand deleting photos on google photos would automatically delete them on my device as well, which I do not want to happen. I also turned off backup on google photos, but the new photos on my device keep getting uploaded to my google photos.

The safest way to delete from Google Photos is to delete the Google Photos app and delete the photos at https://photos.google.com/  or in bulk at https://photos.google.com/search/_tra_ where they are sorted by upload date. Check the trash and if 100% sure empty it (cannot be undone)

The camera roll photos will not be affected.

However, regretfully, your query is not related to some feature in the Google Photos app.
 
Did you make some changes through the Settings -> Chats -> Media visibility in WhatsApp?
Nevertheless, WhatsApp hides the media folder from visibility to other apps usually.
But, you will find directions on how to unhide that on WhatsApp FAQ pages.
 
Additionally,
I suggest you use some file explorer app to view the media content on your phone. If your phone has none, please install the "Files" app by Google. Next, ensure in the setting of the app visibility of hidden files. Then search all the media folders for a hidden file of zero byte size. Delete that file & that should resolve your problem.

There can be multiple reasons for the backup not to happen.
 
# The quantum of photos to be backed is high.
# Insufficient free space on the phone for the app to work.
# WIFI connectivity is intermittent. Too many devices on the same router are restricting the bandwidth.
# Download & upload speeds are too asymmetric.
# Google Photos app is not allowed to use:-
  • Data in the background
  • Mobile data
  • Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
# Putting a limit on the use of total data in a month through the settings in the phone.
# Activating battery saver or super saver mode.
# Existence a zero byte file in the collection. 
# Bloatware on the phone interfering with the smooth working of apps.
# Too many apps running in the background.
