However, regretfully, the video editor in Google Photos doesn't support subtitles.
To do so, you will have to look for some different video editor.
 
Alternatively, you can switch on "Live captions" through the accessibility menu on your phone.
Then the OS will generate the captions automatically.

This forum, where you have posted,  is not the Google Photos support community ;  however the following standard response is provided for general advice, and assistance.
 
If correctly synced to your Google account, your photos/videos can be viewed at https://photos.google.com/ on a pc, or in your device using the Google Photos app from Google Play.  Make sure you are signed into the correct account.  Read Find missing photos & videos for initial help. If that doesn't help:-
  •  Have you signed into the correct account where the photos are stored?
  • Photos may not have been correctly synced to Google, in which case Google does not have them.
  • Search Trash/Bin in a desktop PC, or your device, in the photos page or app, if needed. 
  • Use the Google Photos app on your device, downloadable from Google Play.
If you did not delete these yourself, you need to immediately make your account more secure.
 
Please note from 01 June 2021 new Google Photos storage conditions.  Also read here and here.
 
(Deleted YouTube videos are usually unrecoverable  However this page may help, small print - YMMV.  For specific YouTube assistance, please ask in the YouTube help community.)

A photo is an image taken by a camera and contains embedded information called Exif data which is shown in the details and is the correct date and time.
 
Confusion arises when you talk about images downloaded from websites or social media which usually have all the Exif data removed. In this case the file date modified is used and this is normally the date downloaded or copied from one place to another.

Hello there,

Thanks for posting in the Google Photos Help Forum.

I understand that you're unable to backup your photos and I'll be happy to help you. Maybe the photos weren't uploaded successfully at the first place to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

Thanks for the additional info. The info clearly shows that Google thinks that you use 77 GB in Photos, and suggests to delete 27 GB of "Large photos and videos".  You can also have a look at:
Apart from deleting items you can also use "Recover storage" in https://photos.google.com/settings. That makes sense when photos have been uploaded with setting "Original" in the past. 
 
There are many complaints that available storage doesn't increase after items have been deleted. Did you delete things recently ?  You say that you used only 30 GB, but how do you know ?

You can find info about storage used and files using most storage in the following places. It's recommended to look at all of them.  
Storage used by Google Photos can be recovered:
  • By deleting photos/videos, but note that
    • Deleting from Google Photos may also delete the device copy. 
      See Delete from Google Photos but not from mobile device
    • Photos/videos uploaded with setting "High Quality" before June 1, 2021 does not recover any storage since they did not use any.  There are complaints that it may take very long before the storage is recovered, if ever, which may at least partially be due to deleting items which do not use storage. 
       
  • The folder "Google Photos" in Google Drive starts using storage when the corresponding photos in Google Photos are deleted. Thus when you delete from Photos you may also have to delete the Google Photos folder in https://drive.google.com/drive/my-drive if you have one.
     
  • By using "Recover storage" on https://photos.google.com/settings. That will convert ALL (it's all or nothing) photos/videos to "Storage saver" quality, using less storage. Save the ones you want to keep in original size somewhere else before you use this option.
    Recover Storage is no longer available as an option when you are a Google One Subscriber, but if you switch from Original Quality to Storage saver, you will be prompted to recover storage.
     
  • By deleting unsupported videos on https://photos.google.com/unsupportedvideos (or via "Settings")
     
  • You can also check on https://get.google.com/albumarchive. There may be photos that are not shown in Google Photos, for example from Hangouts, which may use storage.

But the problem is that I haven't exceeded the 15GB because of my files, the limit was exceeded when I turned on the backup choice in my android phone. And even if I switched it off, the storage limit still appears as exceeded. Any solution to that? Before switching on the backup of the phone I could see all photos in google photos app and they were about 5-6GB. After turning on the backup I see the same photos in google app but the limit of 15GB has been reached. 
I also cannot understand how can I see photos back from 2017 in the google photos app that are not stored in my current phone (bought in 2020) and in total being of 5-6GB and after I clicked the button "make backup" this backup resulted to reaching the 15GB limit. There is no already backup of all those old photos that I can see through google photos app in my new phone? Does this click created a second backup somewhere that doubled the storage of those files?

  • When you switched "Backup and sync" OFF your photos started uploading (and use storage) to https://photos.google.com/. 
  • Turning "Backup and sync" OFF only prevents NEW photos from being backed up. The already backed up photos are not deleted. 
  • Check in the settings https://photos.google.com/settings whether you uploaded with Original or Storage saver quality. If Original you can use "Recover storage" to convert to "Storage saver" thus reducing the storage used with about 50%.
  • If that is not sufficient you can delete photos from https://photos.google.com/, but that is a risky operation:  when Backup and sync is ON it will also delete the device copy. 
    See Delete from Google Photos but not from mobile device. For safety I would first make an additional backup of all photos, for example download to a computer.
  • Do NOT use "Free up space" on the device: that will delete the device copy and not the cloud copy !!!
