Google Photos never uploads the same picture multiple times.
What we see as duplicates have some differences in file format or metadata.
Additionally, if you have activated Raw + JPEG capture or bracketing in your phone app, that would create duplicates.
Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.
However, you will find some tips in the following article compiled by experts with comprehensive experience on how to avoid duplicate photos & how to remove those.

I have only one small question please. Is there a plan to do duplicate photos scanning on Google Photos like there was on Picasa? That feature helped a lot when it came to processing cleanups.

There is no such feature, and we have no idea what Google plans. I would not count on it: thousands already asked this.

Your photos aren't very safe unless you have them also stored elsewhere (not synced). As (former?) Picasa user I would for sure download them at least to a computer and preferably also on another backup. In case you don't: you can still use Picasa. See Picasa final version
