Welcome to the Google Photos Help Forum.

Could you please elaborate the issue or your query for me to assist you better? If you've deleted them from Google Photos and want to restore them, please know that photos/videos deleted from the Google Photos library, goes to the Trash for the next 60 days. So, in case, you deleted it by mistake you can always restore it from Trash folder within those 60 days (post deletion). But, if you don't find it in Trash, probably it must have been deleted more that 60 days ago. Unfortunately, restoring your lost/deleted photos and videos from Trash is the last resort.

If no, please let me know.

The face recognition feature is evolving & may fail to recognise faces sometimes.

Regrettably, users can't do anything when the app fails to identify a face in a photo.

So it just fails sometime and you can't do anything about it. That was as my Google response. I also turned it off and on again per their suggestion.  Now it will recognize faces, but all my face albums are gone. I went to recreate them, but it won't let me use the same names for as before, therefore it makes me believe my albums still exist somewhere. Any suggestions?

Once you turn off face grouping, the albums vanish.

Nevertheless, the inability to name the face groups becomes another distinct problem. 

I understand many user profiles from some specific regions face that problem.

 

Regretfully, there is no upfront solution to that.

Yes once you press on free up space all the photos & videos uploaded on google photos will be deleted from the device and then it will be available on google photos.

1. Tap your account profile photo or initial  Free up space.

Photos in Camera are always backed up as soon as "Backup and sync" is turned ON. 

To avoid that you must turn Backup and sync completely OFF. As soon as you turn it ON again, the photos will still upload.

If you want to upload selectively you can either upload manually, or remove what you do not want backed up before you (temporarily) turn Backup and sync ON.
