Did you back these photos up to your Google photos account. If so you should be able to view them by signing into the app and turning your back up and sync on or on the web @photos.google.com/

Tap on the menu "Hide & show". Please note this menu works like a toggle. If you tap once, the hidden faces become visible. If you tap a second time, then all hidden persons hide again.
Now you will see all the hidden persons with a symbol of eye & a slash across that.
Tap on the eye once. Please note, the eye icon also acts as a toggle. Tap once, the person will be unhidden. Tap a second tome & then the eye will reappear hiding the person once again.

You only have moved your limit from 15 to 100 GB and you have to pay as long as you want that your collection can grow without causing problems. And if you are approaching that limit, you need to decide about upgrading to the 200 GB limit or even 2000 GB (2 TB).

Are you talking about the "Free Up Space" functionality within iOS? If yes, the pictures are likely still in the recently deleted space within the Apple Photos app.

Open the Apple Photos app (not the Google Photos app).
Navigate to Albums
Scroll to the bottom and select Recently Deleted
Here, you should find your deleted pictures from the last 30 days. Select which you would like to delete permanently and then tap Delete.

This process is required to permanently remove the pictures from your Apple Photos library to free up space on your iOS device. I hope this helps!
