I recently reset my phone (Redmi Note 9 Pro). And when j tried to access the Google photos app it just keep loading and "setting up" for over 24 hours now and I have still not recovered all my photos. Even after I turned on backup, my new photos are not getting updated. I tried clearing cache and clearing data. Nothing has worked. I have logged in through the website and I can see my old photos there. Please help. What should I do?

I suggest please make an internet speed test through the browser of your phone.
I remember in one such similar case, the device was throttling the internet connectivity to 1% of 300 MBPS broadband!

Now please take the following actions.
 
Turn off the backup & sync first.
Through the settings on your phone, allow the Photos app to use data in the background.
Next, close all the apps running in the background.
 
I do "Clean up of stored data" frequently, However, the app regenerates the thumbnail in two minutes & that too on 4G LTE network. With 90 MBPS speed you shouldn't be facing any problem.
By the way, how much is the download & upload speed?

I suggest you reinstall the app through the following steps.
 
I suggest you clear the cached & stored data of the Google Photos app & then reinstall the app.
You can do that through these steps.
  • On your Android phone, open the Settings.
  • Tap Apps and notifications.
  • Tap Show all apps.
  • Tap Google Photos.
  • Tap Storage and cache.
  • Tap Clear storage.
  • Next, uninstall the Google Photos app. 
  • Power off the phone & then restart.
  • Install the latest version of the Google Photos app through the Play Store.
Log into your profile & see whether that helps to overcome the current problem
 
BTW: Usually all ISPs provide higher download speed as compared to the upload.
Can you recheck the speeds once again?

I suggested you switch off the backup & sync for sometime. However, your device is continuing to backup.
 
Please turn off the backup & sync till the app refreshes all the thumbnails & then only reinstate that.
 
Further, you have reset the phone recently. Any reason to do so?
 
Also, in the very first screenshot shows a cloud. Is that for some weather app? Or, are you syncing data to some other cloud service also?

You always will see photos in the app because that are your locals. 
But if they were not backupped (=stored) at Google (photos.google.com) they can't be seen in the browser on your computer. So the question: did you have switched-on the backup in the settings of the app under your profilecircle right-up.

Please check in the Google Photos trash, maybe there are the photos/videos you are looking for. (Open Google Photos --> Trash)

My wife is scanning in old family photos. After she loads them in, she has been updating the date taken to the actual dates. The problem we are finding is that when she does, the items that show up in my partner sharing, do not update to the changes she makes. Is there a way to have it pull the updates across? We are doing this from a pair of Chromebooks. I know that in Windows you would be able to edit the Metadata from the explorer window. Is there anyway to edit that before uploading it to Google Photos? That might also solve the issue.

On a side note, is there also a way to share the People and Pets information as well? I've gone through and added a bunch of details that don't seem to transfer to my Partner Sharing either.

However, once a user deletes something permanently despite a warning message or allows the content to time out in the bin, Google doesn't maintain any backup. 
There is no way to get back the content through Google Photos.
 
Nevertheless, if you are using an Android device, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

However, no one else can access your storage except you.
And since you opted for deleting everything, there is no way to get the content back.
 
I suggest you search the play store for some file recovery apps & run a scan.

1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.
 
1).If you are using a regular personal account
You will have to contact a Google Drive Specialist who *MAY* be able to restore it. Use this link:

I have used just over 5GB of storage for photos, email etc, almost 10GB left showing on my account and on the same page Google is asking me to buy 100GB of storage as my "storage is full".
