he's had with the regime and the friendly ties he's established with

North Korean leader Kim jong-un he's reacting to the negative media coverage

he's been receiving with his critics saying little to no progress has been

made on Pyongyang's denuclearization for several months now Jiwon starts us off

u.s. president Donald Trump and sister has been progress in talks with North

Trump Readies National Emergency Declaration As Republicans Abandon Him - Duration: 5:04.

On Thursday of this week, Republicans in the Senate held a meeting with one another to

try to figure out what the hell they're going to do about this government shutdown.

That continues as of right now and according to witnesses who happened to be nearby, the

entire room was filled with shouting, shouting by angry Republican senators directed at Senate

majority leader Mitch Mcconnell.

These republicans were angry.

They're paying the political price for this shutdown and they know that the longer it

goes on, the more likely it is to affect them in their next election.

They're blaming Mitch Mcconnell.

They're angry at Mitch Mcconnell, and as the day went on yesterday, we got more and more

reports of republican x has decided that he will vote for reopening the government without

funding for the border wall.

Oh, now Republican senator, why has said that?

She is going to do the same thing.

The Republicans are breaking.

They are cracking up.

They're not unified.

As Trump tells us, every day they're pissed off at Mitch Mcconnell.

They're pissed off at Donald Trump and they're pissed off that they can't do anything to

stop these two idiots from destroying everything that they've worked for for their entire careers.

Donald Trump actually does understand this in spite of how many times he has tweeted

out, the Republicans are unified solidly behind him.

He knows that's not the truth, and that is why it was announced yesterday that the White

House is preparing to draft in order to declare a national emergency at our southern border

to begin construction on the border wall.

According to reports, the White House has identified $7,000,000,000 that they can take

and use that for the actual construction.

Now, here's the thing, and this is what I've mentioned countless times in the past, as

Donald Trump continuously teases, declaring a national emergency, it ain't that simple.

He doesn't get to just declare up.

It's a national emergency.

I get all the money.

No, now that, that is not how it works, that's not how that, uh, you know, power of the president

goes.

He would either, depending on which route he wants to go, have to submit to Congress

in writing what money he's taking, where it's coming from, and what he is going to spend

it on.

At that point, Congress would then have you know, the ability to say no and veto that

essentially so he would not be able to do that.

The other path he could take is to have the US military physically build the wall with

that money.

That money would have to be used for our own soldiers to be the ones to go down there and

build the actual wall.

Something I'm pretty sure most people in the military, not exactly looking forward to not

exactly something they want to do and sure as hell not something they ever signed up

to do.

The office of the presidency.

He has a lot of powers available, but they don't work in the way that Donald Trump thinks

they work.

There is no mechanism that allows the president to just act like a dictator and do whatever

the hell he wants.

We do have checks on this and with this particular national emergency thing that he may or may

not do, could happen any minute or could happen, never either.

Congress keeps him in check or the court systems in the up, keeping him in check with this,

so there is hope.

He could declare a national emergency and he may just win on that situation, but it's

a lot more likely that one of these other branches of government, even the ones that

the Republicans control, the judiciary would slap this down because they understand the

dangerous precedent that it would set.

I mean, after all, Republicans have told us how terrified they are of Democrats declaring

a national emergency.

Next time they declare a become president and then, oh my God, suddenly we got to spend

all this money to fight climate change.

Ah, oh my God.

Healthcare is a national emergency.

We have to use this money to get medicare for all.

Ah, I. those are literally things Republican politicians have said in the last two weeks.

Nonetheless, those are national emergencies.

Those are things that should be declared and have money spent on them.

But the court system is going to view it as an abuse of power, and even the most ardent

right wing, disgusting hack of a judge would have a hard time ruling that constitutional.

Seth's Favorite Jokes of the Week: Recalled Chicken Nuggets, Trump's Border Wall Tweets - Duration: 1:50.

-Hey, everybody. I'm Seth. That's Ellie.

These are our favorite Jokes of the Week.

Senator Kamala Harris announced today

that she will run for president in 2020.

I wish her luck, but I don't know.

Is America really ready for a president?

An Arizona state legislator introduced a bill yesterday

that would tax people to watch Internet porn

and use the money to fund President Trump's border wall.

Wait. So you can't find anyone to pay for the wall,

but you think you're gonna find anyone

who still pays for Internet porn?

President Trump tweeted this morning that crime will go down

by record numbers if his border wall is built.

But only if we build it with him on the other side.

[ Cheers and applause ]

"What are you guys doing over there?"

A recall was issued last week

for a brand of ready-to-eat chicken nuggets

following complaints that packages

had pieces of wood in them.

And if there's one thing chicken-nugget consumers

don't want, it's a natural ingredient.

President Trump pushed for his border wall on Twitter

this morning by repeatedly posting the phrase

"Build a wall, and crime will fall."

That's great and everything, but you will probably be

impeached before they could ever finish a wall,

so maybe "Leave the fence for President Pence"?

Trump's Trans Ban Could Go Into Effect Soon - Duration: 3:25.

The situation in Chechnya is getting worse, but the US State department is finally taking

action.

Kind of.

Police attacks against queer people are getting worse in Indonesia and Nigeria, but other

countries are decriminalizing homosexuality.

And in the US, the federal government introduced new rules to stop foster kids from finding

homes with same-sex parents.

We'll have the week's top LGBTQ news and actions you can take one Weekly Debrief.

Weekly Debrief is made possible by everyone who pledges a dollar or more a month on Patreon.

Head over to Patreon.com/mattbaume or click the link in the description to join the folks

who make the show possible.

The Supreme Court this week removed a hurdle to Republican attempts to fire thousands of

trans people serving in the military.

One injunction still remains, so the firings can't start immediately -- but the administration

says they're going to try challenge that injunction as well, so this is definitely

a setback.

Also this week, tens of thousands of people joined an impromptu livestream to raise money

for the UK trans charity Mermaids.

Hosted by game critic Hbomberguy, guests on the stream included Chelsea Manning and Alexandria

Ocasio-Cortez, and they raised around $350,000.

The State Department has finally noticed that queer people are dying in Chechnya.

This week they took the bold step of putting out a statement calling for an investigation.

New reports indicate that Chechen police are kidnapping, torturing, and holding queer people

for ransom, and even demanding that families kill gay relatives.

The state department is now officially "deeply disturbed" and wants Russia to "launch

an investigation."

This wave of violence has lasted for two years, and investigations have already been done.

Russia denies anything bad is happening, while the Organization for Cooperation and Security

in Europe says it's even worse than we thought.

So there's your investigation.

It's done.

International violence against queer people has been growing steadily worse in the last

few years -- coincidentally, after the US backed away from Obama-era initiatives to

expand civil rights protections abroad.

Also this week, police-led religious gangs stormed an HIV organization's headquarters

in Indonesia.

A police official in Nigeria told queer people to leave the country or face fourteen years

in jail.

And Egypt jailed a television host for a year for interviewing a gay man on TV.

There is some good news: Angola decriminalized homosexuality this week, and Kenya could decriminalize

next month -- a ruling there is due on February 22nd.

Meanwhile, in the US, the Department of Health and Human Services just issued new guidelines

allowing adoption agencies to block children from finding homes with same-sex parents.

The new rules apply to South Carolina for now, but could spread to other states.

And Google is continuing to host an app in its store that promotes ex-gay abuse.

The organization Truth Wins Out has been pushing for Google to block the app, as Apple has

already done, but so far it's still there.

So, action items for this week?

If you want to help out with the situation in Chechnya, connect with the Russian LGBT

Network -- they've been helping queer people escape the country, but it costs roughly $5,000

to get each victim to safety.

Or connect with Truth Wins Out to help them pressure Google to remove that ex-gay app.

And in general -- stay safe, and do what you can to help queer folks fighting for their

lives wherever they are in the world.
