is taking too much

the economy and what will happen to the
stock market simply because of his
presence in the White House well okay he
and his team definitely don't want it

beltway conspiracy theorists who say
he'd love to fight against it for a
couple of years is he's going for
re-election in 2020 that seems like a
risky gamble but Democratic leaders
don't they don't want to talk about it
the hill says that Democratic leaders
have long worried that talk of
impeachment could hurt their party's
chances of winning back the House
Majority this fall fearing it could cost
them support from Independence while
raising a risking a higher turnout among
president Trump's supporters guy yeah I
don't actually think it's a conspiracy
theory that the White House if Trump
does not have impeachable offenses that
are actually lodged against him if it's
this futile gambit by the Democrats they
would love to feed off of that and paint
the resistance as extreme and fire up
their own base and that's why I think
the Democratic leadership does not want
to talk about this yet

morning talking to Ainsley Earhardt on
Fox and Friends saying how can you
impeach someone who's doing a good job
well the articles of impeachment would
not say you know count one doing a great
job it would be a high crime or
misdemeanor and I don't think we're
anywhere in that ballpark
yet the thing that surprises me a little
bit about the Democratic leadership is
how they're not being terribly subtle
about their opinion on this they are
telling their members let's not talk
about this now or yes let's let the
voters have their say and then we'll
talk about impeachment it's it's it's
very obvious what their plan is it's a
smart strategy as well isn't it
I mean I mean you're a Republican or
part of the GOP piece it's a smart one
there's nothing wrong with saying we're
not gonna talk about it there's no need
to talk about it cuz you got to get a
majority yeah let me say this they're an
opinion piece in the washington examiner
said that democrats should be forced to
talk about it and adds this if democrats
went back the house the likelihood there
will be an impeachment vote is higher
than they seem to want to admit remember
impeachment legislation was introduced
long before cohen implicated president
Trump in a campaign finance violation of

the party leadership even back then
there's really nothing to talk about
it's clear and inherent that if you get
the majority in the House and Senate and

president has given them a lot of
reasons to want to impeach him beyond

still out there Cohen is still
cooperating and so once that gets
completed which a lot of Democrats think
we ought to let that run its course and
then figure out whether we're going to
impeach someone or not so it's way too
early premature and I think the
Democrats are right to root their
answers in that but let's just say
hypothetically that the Democrats
controlled the house right now same
facts set all the circumstances are
exactly as they are today but Nancy
Pelosi were Speaker would there be much
more serious talk of impeachment among
your party what's the count in the
Senate if we - if we're with we're over
the house what's the count in the Senate
and I'll answer your question I get two
thirds over there
but the Democrats would argue under your
scenario is that yes there's Cohen
there's call me there's emoluments there
says treatment or abuse alleged abuse of
women and that's more than enough for
high crimes and misdemeanors proven
unproven because this is the political
process remember it's not based on
forgetting you don't think that rises to
high crimes and misdemeanors at this
point no there isn't okay all right
we'll leave it there but I guess of
course I disagree right we're gonna try

the fact is Democrats were not alone in
their concern that an investigation into

against Clinton for lying about his
relationship with Lewinsky many
Republicans agreed that independent
counsels had too much power so in 1999
the gop-controlled Congress in its
wisdom let the Independent Counsel law
expire we were promised that
investigators answerable to the Justice
Department would be more focused on
their original purpose well it seems
like we're right back where we started
federal prosecutors were supposed to be
investigating Russian collusion instead
we have an inquiry into the Trump
organizations finances and whether
Trump's payments to stormy Daniels
violated campaign finance laws both
might be worthy of scrutiny but at least
under the precedent Democrats
set during the 1990s they are not
grounds for impeachment if Democrats do
try to impeach Trump over anything but a
criminal conspiracy with Russia they
will regret it
the president was legitimately elected
by Americans who knew about his
lecherous past and supported him anyway
indeed Trump's election was a direct
result of the Democrats victory in the
culture war of the 1990s Republicans are
now simply playing by the rules
Democrats established millions of
Americans absorbed the lesson that
Clinton and his Democratic enablers
taught us that a president's personal

as Pelosi put it does not matter and
chose Trump they will consider any
effort to impeach him over it an effort
to invalidate their votes and the
blowback will be tremendous if you

2016 just wait until 2020 this does not
mean Trump is out of the woods legally
once he leaves office Trump may have to
face consequences for anything illegal
he might have done when Clinton left
office he was forced to give up his
Arkansas law license for five years and
paid a $25,000 fine as part of a deal
with the Independent Counsel to avoid a
perjury prosecution which resulted in
him being disbarred from practicing law
before the Supreme Court
if Mueller finds conclusive evidence
that Trump entered into a criminal
conspiracy with Russia then by all means
impeach away but absent such evidence
the idea that stormy Daniels is going to
bring down Trump is a liberal fantasy if
Democrats are upset that they cannot
remove Trump over this well sorry
they said the Pres Democrats have talked
the word impeachment and I'm curious now
if that will stay in the nomenclature
for you or you'll wait for things to
shake out see where they hit I don't
think there's any avoiding the reality
that when you have the president's
personal lawyer say in open court in the
course of his plea that the president
was involved with this and then you have
the repeated contradictions or changes
and stories coming from the president
that his political opponents would say
well is this was this merit impeachment
I think the big question is how it plays
for the midterms Harris and does it fire
up you see that Republicans are saying
hey look at Maxine Waters look at all
these you know Democrats who are talking
impeachment they see it as stimulating
their base to turn out for those
midterms the backlash could be would
hurt them especially in areas of the
country suburban districts that the
Republicans will need to maintain or
retain I should say if they hope to hold
the House the majority of the House by
saying to women hey
there's a lot of corruption and a lot of
static around this president that might
make you uncomfortable
Lisa well I think we've had people like
Anam Cara thei on the couch just last
week earlier this week actually saying
that the president's legal liability
here is low so in terms of politics look
I don't think it helps Republicans that
we've had a handful of Republicans as of
late either have you know charges
brought against them you look at most
recently Duncan Hunter and Collins that
certainly doesn't help in terms of a
narrative against Republicans this
election cycle but in regard to
impeachment that only really matters if
Democrats win the house and they take it
back in large majorities and you look at
the Senate which seems to be relatively
safe for a Republican so I don't see
Democrats trying to move forward with
impeachment if it hits a roadblock in
the Senate and Republicans retain the
Senate so I think the impeachment talk
doesn't really mean much if Democrats do
win back the house I mentioned this
earlier in the week you're certainly
gonna see a ton of congressional
hearings and a lot of noise Rachel let
me ask you about the politics of this so
you're getting ready to get out on the
campaign trail and this is a president
who's promised that he's going to be out
there six seven days in fact the Secret
Service is like can we see that schedule
but when you look at that and the power
that the president has had helping
candidates win if you were on the bubble
or assuming you're in trouble right now
do you still call on the president with
all that's going on I'm wondering how
all of this plays for individual
candidates as Lisa is pointing out
because she didn't say president Trump
she said what this is like for
Republicans well all politics is local
so if you're from a suburban district
with lots of women and they tend to be
more moderate they never like president
Trump that much anyway a lot of them
voted for Hillary so he was never any
one they were going to bring in but if
you notice what the president's been
tweeting about is he's reminding them
look they're coming after me but they
never looked at Hillary Clinton they
never proved collusion I looked at the
name pecker Cohen no Russian names there
that tells me that Muller has given up
on Russian collusion which is the
original reason why he started this and
where this investigation was started and
again it looks unfair and that will
bring out the base as well as a fear
that they may go for a movement if it
takes this takes house early

Journal today about this very thing
saying if you're gonna look at campaign
finance violations then why not look at
the Clinton campaign paying fusion GPS
money funneling it through a law firm to
put together the dossier against
President Trump and listing it as legal
services she just she just wants Fair
Play and equal application of the law to
that point but since I'm covered money
for a living and finance going after
Allen weiselberger on this we granting
him immunity in this cohen probe the
tentacles of this octopus that started
with the special counsel and a special
counsel investigation into Russian
interference in the election these
tentacles are getting longer and longer
they lead to an annex pornography
actress an ex playboy model but now
you're starting when you start looking
at the finances of the Trump
Organization we've had the subpoena of
Michael Cohen in a probe of the Trump
foundation by the state attorney general
here in New York you've also had the
Trump Organization could face criminal
charges from the Manhattan district
attorney the New York Times reported
that earlier today so this is a much
bigger legal problem and kind of evident
with Wi-Fi work if this is evidence I
think that President Trump will never
ever sit down for an interview with the
special counsel okay I want to get this
in mark Penn former Clinton adviser on
the tabloid chief reportedly giving
immunity or taking immunity let's watch
he's the person actually making the
contribution or expenditure and so
they're not really interested in that
they're only interested in tying things
to trump on matters that we already
decided look I went through impeachment
with President Clinton these issues
about what happened with with women if
they are consensual and legal activities
it can't be turned into crimes and the
American people won't stand for that
same thing with John Edwards who was
acquitted and the FEC ruled these things
were not campaign violations their
personal expenditures it's interesting
because I saw Anthony's Karen
she's saying that this president ought
to take the John Edwards defense and
some of this and come out with whatever
it is and I watched a video with him
this morning where he said there could
be more of these women now he was
speculating he said the number 10 I
think he just kind of threw it out but
the point that scare Ruchi is making and
he's made it on overtime as well get out
what you have now get out in front of
this now that safe has something in it
you mean get out ahead on the women yeah
what whatever the story is going to be
because if it's not illegal and it looks
like these payments wouldn't be because
you know he was paying women not to
crack up his marriage is what scary

opinion an in-kind contribution so he
would have to have said I am making this
contribution to pay off these women it's
not the payoff it's the idea and this is
what we heard from Cohen and open court
that the president was involved in
setting up this deal because although in
the john edwards case you had people who
made general contributions what the jury
decided was that he they didn't know he
was going to use the money for new he
was using the money for that purpose at
that time right before the election not
only is he on tape saying it we have a
time women long before he ever started

tape the payment should be made an FEC
violation these typically are met with
fines you know that's been quite as
President Obama 2008 was one of the
largest violations levied against their
typically treated its employees they're
not criminal that the abomination and
all this being is the legal liability is
low many people have been saying that in
regard to the politics of this sure it's
gonna drive out partisans and maybe
suburban districts they don't like Trump
but it's not going to touch them in
states like West Virginia that waiting
for these little excuses the Democrats
used for Bill Clinton it's just lies

and that is how will it affect specific
midterm races and I think there's a lot
of people who voted for Trump or really
angry because they feel like he's being
unfairly targeted and that hillary was
given a pass and they're going after him
and the message to the American people
is if you're an outsider if you're
somebody who wants to run for president
in the political class did not anoint
you we the insiders the elites in
Washington the political class will
destroy you and that's what I think
Donald Trump is trying to bring sweets I
think that sounds like spin because it
seems to me like the swamp is now
defined by Trump and his associates or
you could say it's the leaders of the
FBI in the DOJ which a lot of people
believe
